Child and Youth Program Assistant (Multi Level) - CDC, PMRF

Summary: CYP Assistants work directly with children and youth, keeping them actively engaged, well‑cared for, and safe while participating in the CYP. The daily responsibilities include helping children develop social skills such as making friends and conflict resolution; making healthy choices regarding nutrition and recreation; building self‑help and school readiness skills; and exploring their environment. Applicant Eligibility Applicants must currently reside on the island of Kauai. Duties Curriculum Develop schedules and activity plans, review and provide input to plans created by entry‑level and intermediate level staff, ensure plans meet the needs of individual children, implement activities and special events that address physical, social, emotional, and cognitive needs, incorporate special instructions from parents, prepare options for children with special requirements, care for children with special needs as directed, demonstrate, instruct, and lead planned and spontaneous activities, model appropriate classroom or activity area management techniques, promote and model safety, fitness, health, and nutrition practices, and help arrange or serve snacks and meals where applicable. Indoor and Outdoor Environment Help prepare, arrange, and maintain indoor and outdoor activity areas and materials, set up displays and bulletin boards, inventory equipment, recommend replenishment, and secure supplies, equipment, and facilities. Interactions and Relationships Establish an environment that sustains participant interest and promotes positive interactions among children, youth, and adults; interact with children and youth using approved guidance and development techniques. Supervision of Children and Youth Provide care and supervision in compliance with DoD, NAF, and local policies; maintain control and account for safety; supervise during activities and outings; ensure authorized departure; observe for signs of illness, abuse, or neglect and report as required; serve as mandatory reporter to Family Advocacy and Child Protective Services. Parent and Employee Communication Interact professionally with employees, parents, and local command personnel; provide parents with daily feedback; participate in conferences. Assessment Observe and document developmental progress; use information for planning; participate in program evaluation with rating scales and assessment tools. Compliance Assist in achieving DoD certification and accreditation; ensure compliance with applicable laws, policies, and regulations. Additional Responsibilities Collect, maintain, and report program participation data; perform other related duties as assigned. Requirements Must be 18 years of age or older. Complete required training certificates and maintain certifications or credentials required by federal, state, or national accreditation institutions used as part of DoD's Child and Youth Programs. Pass all applicable records and background checks. Undergo pre‑employment and random drug testing. A positive result or failure to submit is grounds for removal. Pass a pre‑employment physical, provide immunization evidence, be free of communicable diseases, and obtain appropriate immunizations. Employment contingent upon proof of education if not provided at time of application. Marijuana is a Schedule I drug under the Controlled Substances Act; use is illegal under federal law. A positive drug test for marijuana or any tested drug will result in withdrawal of the tentative offer and a 6‑month ineligibility to apply within the DoD. This position is a Test Designated Position (TDP) with required pre‑employment and random drug testing. Follow verbal and written instructions. Complete DoN training requirements within specified timeframe. Promote and foster effective working relationships with children, youth, and coworkers. Work cooperatively as a team member. Intermediate Level (CY‑1702‑01) Knowledge of basic child and youth development principles to meet developmental needs. Implement developmentally appropriate principles and practices for high‑quality direct care and education. Interpret curriculum or activity plan. Follow written instructions. Plan and organize; work cooperatively as a team member. Promote and foster effective working relationships with children, youth, and coworkers. Six months of experience working with children or youth in a child and youth setting. Target Level (CY‑1702‑02) Knowledge of child and youth development principles to inform program response. Skill to implement developmentally appropriate principles, practices, and services for high‑quality direct care. Skill to promote and foster effective working relationships with children, youth, and coworkers. Skill to work cooperatively as a team member. Verbal communication skill to provide basic program information and explain CYP processes. One year of experience working with children or youth in a child and youth setting. Education Must provide a copy of H.S. Diploma, GED, or College Transcripts (showing degree awarded) when applying. Target Level Requirements Completion of DoD standardized training courses; OR a valid Child Development Associate (CDA) credential or Military School‑Age (MSA) credential; OR a minimum of a 2‑year degree in Early Childhood Education, Child Development, Youth Recreation, Physical Education, Elementary Education, Secondary Education, Youth Development, or a related field. Additional Information Incumbents must complete all background checks for child‑care positions, including fingerprint, Tier 1 Child‑Care check, SCHR, IRC, and other necessary security checks as prescribed by DoDI 1402.05. Automatic disqualification applies for certain convictions, abuse, or negligent conduct. Some positions may require a one-year probationary period; participation in Direct Deposit/Electronic Fund Transfer within the first 30 days is required; E‑Verify is used to confirm eligibility.
