Job Description and Duties

Effective July 1, 2025, in accordance with the applicable Memorandum of Understanding, the Personal Leave Program 2025 (PLP 2025) was implemented in response to the status of the State budget. PLP 2025 requires each full-time employee in Bargaining  Unit 1 , and related Excluded, Exempt and Statutory Exempt employees, will have their base salary reduced by 3 percent and will receive 5 PLP 2025 leave credits monthly through June 2027. Salaries do not reflect the recent changes.

Under the direction of the Supervisor II in the Statewide Mental Health Program (SMHP), and the Office of the Coleman Receiver (OCR), the Health Program Specialist I (HPS I) functions as a highly skilled technical program consultant responsible for developing Continuous Quality Improvement Tool (CQIT) audit report content from compliance findings, automated indicator data, and institutional source documentation across California Department of Corrections and Rehabilitation (CDCR) institutions. The incumbent is responsible for ensuring the analytical and evidentiary soundness of that content prior to publishing. The incumbent applies correctional mental health program knowledge to validate findings, surface contradictions, and source conflicts, and to develop rigorous, internally consistent report narrative. This position is critical to the Department’s basic mission of delivering constitutionally adequate mental health care to patients and requires established expertise in correctional mental health program evaluation and compliance. The incumbent will function as a highly skilled, technical CQIT consultant in areas of extreme sensitivity and with responsibility for coordinating the development of CQIT goals with multiple departmental, immediate, and long-range impacts. Some statewide travel is required.
