Job Description and Duties
Effective July 1, 2025, in accordance with the applicable Memorandum of Understanding, the Personal Leave Program 2025 (PLP 2025) was implemented in response to the status of the State budget. PLP 2025 requires each full-time employee in Bargaining Unit 1 , and related Excluded, Exempt and Statutory Exempt employees, will have their base salary reduced by 3 percent and will receive 5 PLP 2025 leave credits monthly through June 2027. Salaries do not reflect the recent changes.
Under the direction of the Supervisor II in the Statewide Mental Health Program (SMHP), and the Office of the Coleman Receiver (OCR), the Health Program Specialist II (HPS II) functions as a highly skilled technical program consultant responsible for planning and performing the most complex and difficult analytical integrity and methodological standards governing the SMHP, Continuous Quality Improvement Tool (CQIT) audit reports and workflows. The incumbent develops and maintains the standards by which mental health compliance findings are synthesized, evaluated, sequenced, and documented; performs cross-institutional analysis of mental health program performance across California Department of Corrections and Rehabilitation (CDCR) institutions; and advises OCR and SMHP executive leadership on findings of departmental significance. The HPS II develops expert level knowledge of the correctional mental health program compliance requirements due to the critical nature of this position to the Department’s basic mission of delivering constitutionally adequate mental health care to patients. The HPS II is responsible for assignments, studies and projects as they pertain to the SMHP policies, procedures, litigation, and works closely with OCR and SMHP executive leadership to manage, monitor, and respond to OCR/SMHP issues statewide. The HPS II also acts as the OCR/SMHP consultant on the Mental Health Delivery System Program Guide, and SMHP policies/procedures, including how they relate to labor standards. Some statewide travel is required.
This position is located in the Mental Health Program. The program’s mission is to provide ethical, professional, and effective mental health care services for patients within all of California Department of Corrections and Rehabilitation’s institutions statewide. With a competent, well-trained staff, they are committed to providing optimal care, promoting patients’ successful reintegration into society, and reducing recidivism.
