Information Technology Specialist II - Telework Hybrid

Job Description and Duties

The position is located at the DMV Headquarters in Sacramento.

The Digital eXperience Platform (DXP)is seeking  two dedicated Information Technology (IT) Specialist  I I s (Senior MuleSoft Developer and Senior Salesforce Developer)with excellent interpersonal and analytical skills to join  DL/ID  System Development & Support  Group.  Under the general direction of the IT Manager I, the IT Specialist II will function as a senior application developer for complex applications and information systems related to the Digital eXperience Platform (DXP) Driver License and Identification Card (DL/ID) project. The primary duties lie within the Software Engineering Domain; including but not limited to Design and implement new technology, review software architecture and make recommendations, plan, develop, and maintain data exchange strategies, System Engineering Domain; including but not limited to contribute to the planning of the overall organization Information Technology (IT) strategy, communication to stakeholders, capacity planning, coordinate design and implementation of new technology, monitor and conduct audits for system performances, verify stability and Information Technology Project Management Domain; including, but not limited to Communications Management, Cost Management, Planning, and Portfolio Management.

This is a Limited Term position and may be extended to 24 months.

Working Conditions

Telework is available. Telework requires California residency. 

DMV operates 24/7. The incumbent may be required to carry a work cell phone and laptop. There may also be times when the incumbent is required to attend an out-of-town conference or work evenings and weekends to maintain project schedule

This position may be required to occasionally report to the designated office location in DMV headquarters at 2415 First Avenue, Sacramento, California, 95818. Travel expenses related to reporting to designated office is employee's own responsibility and is not eligible for reimbursement.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Highly experienced with modern software development practices, including Agile methodologies, DevOps pipelines, continuous integration, continuous delivery, and cloud - based deployment models.
• Demonstrated expertise with Salesforce platform development (Apex, LWC, OmniStudio, API integrations) or MuleSoft integration development (API - led architecture, RAML/OAS design, Anypoint Studio, connectors, transformations).
• Deep understanding of the full Salesforce or MuleSoft product lifecycle and how platform updates influence solution design, release planning, and long - term maintenance.
• Skilled in reviewing, evaluating, and refining product backlogs, identifying technical risks, and developing mitigation or contingency plans to support stable and scalable enterprise implementations.
• Experienced in translating complex business needs into high - quality user stories, technical specifications, integration patterns, and reusable architectural components.
• Adept at conducting technical research, user behavior analysis, and solution validation to improve application usability, system performance, and user experience.
• Strong communication skills with the ability to explain complex technical decisions to executives, product owners, developers, and external partners in a clear and actionable manner.
• Ability to collaborate closely with cross - functional teams (architecture, security, QA, business programs, vendors) to ensure alignment between front - end and back - end development efforts.
• Experience designing or consuming secure APIs, including authentication models such as OAuth, SSO, JWT, or enterprise security controls.
• Proven ability to work within complex legacy modernization environments involving mainframe integrations, high - volume data systems, and multi - cloud or hybrid infrastructure.
• Experience with system monitoring, logging, error - handling frameworks, and performance optimization for high - throughput systems.
• Familiarity with tools such as Git, Azure DevOps, Copado, Gearset, Jenkins, GitLab, Postman, or Anypoint Monitoring (for MuleSoft).
• Preferred certifications (any combination):
  • Salesforce: Platform Developer I/II, Administrator, Application Architect, System Architect, OmniStudio Developer.
  • MuleSoft: Developer I/II, Certified Integration Architect.

• Experience providing technical leadership, mentoring junior developers, conducting code reviews, and establishing best - practice development standards.
