Behavioral Health Specialist Qualifications :


Master's of Social Work degree from an educational institution accredited by the Council on Social Work (CSWE) and must possess a valid license in the State of Hawaii as a Licensed Clinical Social Worker (LCSW). Behavior Health Specialist may also be a Licensed Clinical Psychologist (PhD or PsyD) from an educational institution accredited by the American Psychological Association (APA) and possess a current, valid license in the State of Hawaii. It is preferred that the contractor have a minimum of two (2) years' experience with knowledge of military culture and experience collaborating with social service agencies to integrate resources, plan, and deliver comprehensive service.

Behavioral Health Services :

• Support mental fitness and wellness for operational readiness and work with the HIARNG OTSS to develop and maintain systems for identifying and resolving Soldiers' behavioral health concerns.
• Coordinate referrals as directed for Soldiers and/or family members to the behavioral health components of the psychological, family, social, spiritual, and emotional support programs available to SMs and their families using Military Treatment Facilities (MTF), VA, network Tri-Care provider, and non-network providers.
• Perform initial and follow-up SM screening evaluation, utilizing information from clinical interviews, non-psychometric tests, and collateral sources, as appropriate.
• Create and maintain a database of providers for referrals, compromised of licensed and credentialed civilian behavioral health professionals who meet minimal training requirements and demonstrate knowledge of military culture, assessment, and treatment of the type of behavioral health needs common to a SM.
• Assist the HIARNG OTSS office with the development of a Creative Action Plan to promote psychological health and wellness and the promotion of counseling and treatment services.
• Assist State Surgeon, Deputy State Surgeon, HIARNG Licensed Behavior Health personnel, or HIARNG Medical licensed personnel in determine a provisional diagnosis and formulate appropriate treatment plan.
• Inform the HIARNG OTSS of all significant modifications in policies or practices, as related to behavioral health.
• Track SM's in Medical Operational Data System (MODS) and Medical Electronic Data (for) Care History And Readiness Tracking (MEDCHART) applications.
• Provide clinical case management services including assessment, intervention plan, referral, and monitoring of clinical progress. The contractor shall assess the SM/FM for his/her (if applicable); conduct follow-up with the SM/FM and collateral agents; and consult with the SM's supervisor/commander regarding duty limiting conditions (if applicable). Case Manage Behavioral Health Cases of Soldiers referred from Medical Readiness Events (MRE) and Reserve Health Readiness Program (RHRP) events and completing an assessment of stressors to SM in order to refer to supportive resources accordingly.
• Work with Tri-Care and the Military Medical Support Office (MMSO) to obtain prior authorization for treatment.
• Provide consultation services to Behavior Health and Medical Providers within the HIARNG pertaining to behavioral health issues.
• Provide the State designated Medical Detachment Patient Administrator (PAD) and Lead Care Coordinator with all relevant documentation and updates as needed for SM tracking.
• Maintain a management reporting system to include database spreadsheets. Operates a personal computer to input, store, retrieve and manipulate data for various reports. Uses various software programs to maintain database files and prepare reports. Must be proficient in Microsoft Word and Excel and is familiar with the use of MODS and MEDCHART systems.
• Provide technical expertise to Medical Readiness NCO's toward identifying, evaluating, resourcing, monitoring, and determining dispositions for SMs with BH difficulties.
• Maintain a case management case load of no more than 300 Soldiers at any given time.
• Assist State Surgeon, Deputy State Surgeon, HIARNG Licensed Behavior Health personnel, or HIARNG Medical licensed personnel in providing written recommendations regarding any proposed removal of a SM Line-Of-Duty or Incapacitation pay status to the contracting officer representative (COR) for final disposition. Such recommendations can include confidential patient medical information as appropriate.
• Provide expeditious support to State Surgeon/Deputy State Surgeons' office to find SM's that may have been erroneously identified, and/or assist with processing SM's which are found no longer fit for duty through appropriate medical and/or administrative separations.
• Assure individual mobilization requirement guidelines established in Chapter 5-14, AR 40-501 as augmented and modified by Central Command Modification (CENTCOM MOD) 15 (or updated version when available) to the ARMY Personnel Policy Guidance (PPG) are distributed and fully implemented for individuals in mobilizing units.
• Attend all Soldier Readiness Process/Reverse Soldier Readiness Process (SRP/RSRP) events and perform detailed records review of individual Soldiers to identify any behavioral concerns that require correction prior to mobilization.
• Assist the commander with the development of courses of action to correct and/or improve individual behavioral health medical readiness concerns on mobilizing personnel
• Monitor all MODS/MEDCHART applications for compliance with medical readiness objectives set forth by TAG and State Surgeon's Office for mobilizing units.
• Ensure official correspondence and documents are accurately typed and packaged in accordance with regulations with minimal grammatical and typographical errors.
• Ensure all correspondence is reviewed thoroughly and no less than 98% accurate in their final format.
• Suspense dates are accurately tracked ensuring no suspense's are missed due to Contractor error.
• Compose routine, non-technical correspondence, such as instructions on behavioral support request procedures, requests for information, case management reports, and letters of acknowledgment.
• Prepare a wide variety of recurring and nonrecurring correspondence, reports, and other documents, review and finalize correspondence/documents prepared by others in handwritten or electronic drafts. Proofread/edit correspondence and documents for correct grammar, spelling, capitalization, punctuation, and format.
• Maintain applicable spreadsheets, schedules, appointments, archiving documents, and manage routine correspondence.
• Ensure documentation is filed in the proper health records within five (5) workdays of generation or receipt. No more than five (5) instances of incorrect filing per month.
• Ensure HIPAA protected correspondence and documents are accurately typed and packaged in accordance with regulations with minimal grammatical and typographical errors. All documents are 98% accurate in their final format.
• Explore new ideas, coordinate within and outside the HI-ARNG, and implement "paper-less" initiatives to reduce paper through electronic filing systems.
• Aid the State in the development of Power Point presentations for briefings, and trainings; excel spreadsheets for tracking documents, and input into developed or existing access databases.
• Ensure data is entered into the appropriate medical data system within 72 hours of service being rendered.
• Ensure reports, presentations and briefing documents are complete and contain no errors that would lead the intended recipients to draw faulty conclusions.
• Promote Mental Health Awareness and Wellness. The contractor shall engage in a wide variety of wellness promotion focused activities (Yellow Ribbon, Coping with Deployment, etc.) facilitating the prevention and education of mental health issues, early intervention, crisis response and post-intervention.
• Demonstrate professionally effective verbal and written communication skills.
• Deliver clinical paperwork, including entries into BHDP, eCase, eProfile updates, Standard Form 600, and other forms when required NLT five business days following a Soldier contact.
• In conjunction with the BHO and PHC(s), work with the assessment and tracking of behavioral health trends in order to identify problems and gaps in service and devise methods to improve and enhance the system. Including but not limited to the implementation, development and sustainment of behavioral health policies, procedures, and initiatives.
• Serve as a resource for Soldiers and unit commands regarding implementation of treatment recommendations and restrictions of Soldier activities.
• Facilitate the prevention and education of mental health issues, early intervention, crisis response and post-incident recovery.
• Possess computer skills with Microsoft Word, Outlook, Excel, Access, and data entry skills sufficient to create and maintain clinical recording keeping duties.
• Provide technical expertise to medical personnel toward identifying, evaluating, resourcing, monitoring, and determining dispositions for SMs with behavioral health difficulties.
• Participate in the Ready and Resilient Campaign Council (R2C2).
• Assist in the preparation of statistical and narrative reports of activities related to behavioral health within the Behavioral Health Section.
• Conduct follow up with civilian mental health and service providers; and consults with the SM's supervisor/commander with duty re-entry issues when indicated.
• Comply with all case management and clinical documentation requirements as noted in the performance requirements summary.
• Collect demographic information, military and deployment history as well as the identification of behavioral and emotional issues or stressors leading to the SM seeking services and inputs into required systems as noted in the performance requirements summary.
• Provide clinical consultations to command leadership to foster quality care and mission readiness while respecting HIPAA regulations and ethical standards.
• Contribute as a subject matter expert to the HIARNG community on matters related to behavioral health.
• Maintain awareness of policy updates including distillation of significant behavioral health related DoD, DA, Office of the Surgeon General (OTSG), Medical Command (MEDCOM) and National Guard Bureau (NGB) instructions and directives.
• Attend required staff meetings including the biweekly Clinical Case Conference and Sync meetings as scheduled.
• Contribute to the coordination efforts of the Alcohol Drug Coordination Officer and Prevention Coordinator (ADCO/PC) and facilitate integration in the BH System of Care.
• Remain aware of BH standard operating procedures and keeps supervisors informed of all significant modifications in policies or practices.
• Provide coordination and communication with and between Behavioral Health Professionals, Behavioral Health Officers, Office of The State Surgeon Staff, Medical Detachment Staff, Lead Care Coordinator, Care Coordinators and Med NCO's concerning Soldiers with BH issues.
• Review documentation submitted by Medical NCO's to assure all Behavioral Health Providers have the appropriate documentation to complete a Behavioral Evaluation on each individual SM scheduled.
• Assist SMs with logging into BH computer to complete the Behavioral Health Data Portal Assessments.
• Assist SMs with completing all necessary documentation.
