Senior Financial Services Specialist (Alameda County Health)

Introduction This is a reinstatement, transfer, or voluntary demotion opportunity for current and former regularly appointed employees of Alameda County. Reinstatement: Pursuant to Civil Service Rule 1744, a regularly appointed employee who resigned in good standing may, within three years after the effective date of resignation, be reinstated in a position in the class from which they resigned or in another class for which they may be eligible as determined by the Commission. Transfer: A current County classified employee in the same job code or a job code with the same salary maximum may apply. Voluntary Demotion: A current County classified employee in a job code at a higher salary maximum may apply. In all cases, candidates must meet the minimum and special qualifications of the specific position. The Agency Alameda County's Health Services Program is administered by the Alameda County Health and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. Its mission is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well‑being and respect the diversity of all residents. The Position Under direction, provide consultative, complex professional financial services to various departments and agencies; assist with financial strategic planning and analysis; enhance revenues; supervise the work of a small support staff; conduct financial, administrative and operational studies and inquiries; and perform related work as required. Distinguishing Features Serve as the primary technical liaison for a department or agency with the State or other funding sources. Provide technical coordination for internal staff. Have significant technical input into revenue and financial strategic planning processes. Act as a departmental technical expert for management in areas related to financial services, contracting, and grants management. Minimum Qualifications Either I – Experience: Equivalent of two years of full‑time experience at a level of or higher than Financial Specialist II in the Alameda County classified service. Completion of the Alameda County Management Academy “Management & Supervision Certificate Program” may substitute for six months of experience. Or II – Education: Graduation from an accredited four‑year college or university (180 quarter units or 120 semester units) with major coursework in business, public administration, economics, financial planning, or a related field. Equivalent professional or paraprofessional financial planning and support experience may be substituted for the education on a year‑for‑year basis. Experience: Equivalent to two years of full‑time, professional‑level experience in financial planning and analysis, budget development and processing, contract negotiation and administration, and/or grants management at a level equivalent to Financial Services Specialist II. License: Possession of a valid California Motor Vehicle Operator’s license. NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination. Knowledge and Skills Knowledge of: Financial planning, rate setting, and revenue enhancement principles and strategies. Governmental budget development and administration principles and practices. Contract and grant administration principles and practices. Financial record‑keeping and auditing practices. Administrative analysis and report preparation techniques. Computer applications related to the work, such as word processing, databases, and spreadsheets. Office administrative practices and procedures, including records management and standard office equipment operation. Basic supervisory principles and practices. Ability to: Plan and conduct complex financial, revenue, and strategic planning analyses. Provide sound technical advice on financial matters to departmental management. Conduct and coordinate financial audits. Monitor legislative and regulatory changes and recommend operational and procedural changes as required. Develop, coordinate, and administer complex multiple budgets with multiple funding sources. Monitor fiscal transactions and audit fiscal records and documentation. Plan, direct, and review the work of others and train others in work procedures. Interpret, explain, and apply complex policies, regulations, and procedures. Prepare clear and accurate reports, correspondence, procedures, and other written materials. Represent the department and the County in meetings with others. Organize and prioritize work and meet critical deadlines. Exercise sound independent judgment within established policies and guidelines. Establish and maintain effective working relationships with those contacted in the course of the work.
