Senior Services Director

Under limited supervision by the Assistant Community Manager, develops, supervises and evaluates the work activities in the Senior Services Department. The Director manages the Senior Services program whose goal is to ensure the Seniors in the Salt River Pima‑Maricopa Indian Community can remain in their homes and in the Community for longer than would otherwise be possible. Provides overall leadership and supervision of the Department’s programs including Case Management, Homecare Assistance, Meal Program, Transportation, Assistive Device Provision and Recreation. Essential Functions Mentoring Establishes and maintains an environment that encourages teamwork, interdependence and ethical behavior. Provides training and development assistance for staff including opportunities for licensing and certification. Establish opportunities for employee career development and progression. Supervision Prioritizes and coordinates staff workflow and provides staff training and development assistance as needed including opportunities for licensing and certification of programs and staff. Supervises the Senior Services Department management staff, holding each accountable for staff performance according to individual goals and objectives. Ensures the overall high quality of services for the Senior Services program. Evaluates employee performance and prepares Employee Performance Appraisal Reports (EPARs) for assigned staff. Ensures compliance with standard practice for service delivery and client documentation. Establishes, implements and improves department staff performance standards thereby providing a department‑wide set of guidance standards and development processes. Coordinates staff disciplinary actions and measures in accordance with Tribal Government policies, practices and procedures when necessary. Leadership Analyzes and plans for the current and future needs of the department through research methods and evaluations as well as development of programmes, services and policies. Implements Quality Assurance (QA) measure to ensure efficiency of resources. Establish professional linkages for services. Senior Programs Plans, implements, directs and monitors all Senior Services Department related services and programmes, providing for the efficient and effective functioning of all systems and personnel. Coordinates and confers with other SRPMIC Departments, public and Tribal Government officials and representatives of various agencies and institutions regarding Senior related issues and the welfare of Seniors in the Community. Programs may include Family and case management services Adult protective services Support groups and training for Seniors Family conferencing/Wraparound Provision of meals (congregate and home delivered) Transportation services Provision of assistive devices for Seniors Homecare assistance for Seniors Information and referral services Operations Assumes a leadership role in establishing Standard Operating Procedures (SOP) for all programs within the Senior Services Department. Implements and oversees an annual review and monitoring schedule for the SOPs to ensure currency. Implements, monitors and improves the Wrap Model within Senior Services while acting as an advisor to other HHS programmes. Develops and conducts educational presentations regarding health and the aging process to Seniors and disabled persons in the Community. Participates as a core committee member on the Long Term Care Committee that helps to create a long term system of care within the Community. Represents SRPMIC at a national level with the Administration on Aging and the National Association of Area Agencies on Aging regarding long term care system issues, services and needs. Maintains Quality Assurance for MAISE process and documentation. Budget, Planning & Administration Initiates, develops and improves the Senior Services Department strategic planning process including creation and maintenance of a Department Mission Statement and Vision Statement. Acts as the primary contact for funding sources regarding programmatic, budget and compliance issues. Assists with the revision of the Community’s Elder Abuse Ordinance. Prepares and manages the Senior Services program budget and fiscal resources to provide for program operation. Prepares budget requests, monitors expenditures and maintains operating budgets of department programmes. Maintains accurate programme documentation and provides reports when required/requested. Provides for the maintenance of all records and files according to Administration on Aging (AOA), Inter‑Tribal Council of Arizona (ITCA) and SRPMIC policies and procedures. Attends professional development meetings, training workshops and seminars to enhance skills and abilities. Maintains professional currency regarding gerontology programmes and issues. Performs tasks as a member of the Tribal Government work groups or committees as required. Coordinates senior services efforts with other SRPMIC Departments, Public and Tribal Government officials and representatives of various agencies and institutions regarding the welfare of SRPMIC Seniors and related issues. Identifies need for Senior Services consultant services and makes recommendations to the Assistant Community Manager. Conducts regularly scheduled staff meetings. Attends In‑Service and management meetings as necessary. Oversees and gives guidance to the Staff Morale Committee. Oversees the Department’s Standard Operating Procedure (SOP) creation, review and revisions to ensure policies, practices and procedures are current with on‑going practices and industry standards. Miscellaneous Performs other job related duties as assigned by the Assistant Community Manager or Community Manager. Knowledge, Skills, Abilities and Other Characteristics Knowledge of the history, culture, laws, rules, customs and traditions of the Salt River Pima‑Maricopa Indian Community. Knowledge of social work methods and techniques including group and individual counselling, crisis intervention and referrals. Knowledge of Federal and State laws, rules, regulations and standards that apply to public social services programmes particularly those serving Seniors. Knowledge of the needs of SRPMIC Seniors. Knowledge of Community, state and federal policies, procedures, rules and guidelines for related Senior programmes including case file confidentiality procedures, adult protective services, grant request procedures, budgeting and quarterly reporting. Knowledge of the concepts and practices for managing Senior Services programmes including Social Work methods, programme planning, development, design, implementation, improvement and evaluation. Knowledge of SRPMIC Code of Ordinances and Policies/Procedures. Knowledge in staff mentoring and development. Knowledge and experience in the field of Gerontology, Senior care and issues. Knowledge of the principles of employee supervision. Skill in programme planning and budget development. Skill in organisational leadership and management. Skill analysing and evaluating staff and programme effectiveness. Skill administering assessments and evaluations. Skill promoting programme objectives, developing measurable outcomes and providing services in accordance with programme objectives. Skill using the personnel computer for report writing, information gathering and creation of databases using Microsoft Word, Excel, Access and other MS Windows applications. Skill assessing Senior client needs, utilising existing programmes or developing new programmes and SRPMIC resources to meet those needs. Skill establishing and maintaining effective working relationships with clients, Community members, SRPMIC staff, Tribal Government officials, representatives of resource agencies, State and Federal funding entitles and other service providers. Skill dealing with sensitive, personal issues and maintaining appropriate professional, confidential relationships. Skill applying the principles and practices of employee supervision. Skill developing budgets, monitoring expenditures and preparing cost‑benefit analysis. Ability to use personal computers, related software and other standard office equipment such as a facsimile, photocopier and calculator. Ability to strategise and provide alternative solutions in order to meet client needs. Ability to establish and maintain accurate record‑keeping systems and procedures, including computerised methods. Ability to safeguard confidential information. Ability to establish and maintain accurate programme record‑keeping system and procedures. Ability to drive SRPMIC vehicle such as a 15‑passenger van to transport clients. Ability to develop and present staff training programmes and make public presentations in a formal setting. Education A Master’s degree from an accredited college or university in Social Work or a closely related field. Experience Demonstrated successful work experience equivalent to 7 years full time professional level work in a social services programme, primarily working in the field of gerontology including a minimum of 5 years supervisory experience of professional and para‑professional staff and managing large and multiple budgets. Equivalency Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position. Underfill Eligibility Due to the confidential and sensitive nature of this position, successful completion of an extensive background investigation is required. May be required to work after normal work hours including evenings and weekend. May be required to travel. Must have ability to drive a 15‑passenger van for client transportation.
