Job Summary:

The Assistant Director of Finance supports the Director of Finance in administering the City’s financial operations and manages the department’s daily activities. This position supervises assigned employees, coordinates workflows, monitors financial processes, and ensures compliance with applicable policies, laws, internal controls, and accounting standards. The Assistant Director may assume the duties and responsibilities of the Director of Finance during the Director’s absence or as assigned.

  Minimum Job Requirements: 

1. Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a closely related field.
2. At least five years of progressively responsible experience in accounting, finance, budgeting, or a related field, including at least one year of supervisory, lead, or management experience.
3. Governmental or municipal finance experience preferred.
4. A valid driver’s license.
5. Preferred
   1. Certified Government Finance Officer, Certified Public Accountant, Certified Public Finance Officer, or a related professional certification.
   2. Bilingual English and Spanish.

  Essential Job Functions:

• Assists the Director of Finance with administering accounting, budgeting, purchasing, utility billing, revenues, treasury activities, investments, financial reporting, audits, and internal controls.
• Manages daily Finance Department operations by establishing priorities, coordinating workflows, assigning responsibilities, monitoring deadlines, and ensuring coverage of essential functions.
• Supervises, trains, coaches, and evaluates assigned employees; reviews work for accuracy, completeness, timeliness, proper authorization, supporting documentation, and compliance.
• Reviews complex financial transactions, journal entries, reconciliations, invoices, payment requests, purchasing records, revenues, budget reports, financial statements, and other departmental records.
• Coordinates monthly, quarterly, fiscal year end, and annual financial processes, including budget preparation and monitoring, financial reporting, audit preparation, and corrective action follow up.
• Implements financial policies, procedures, internal controls, departmental goals, and operational priorities established by the Director of Finance and recommends improvements to strengthen efficiency, accountability, and compliance.
• Researches and resolves complex financial discrepancies, operational concerns, and departmental questions while providing technical guidance to Finance employees and other City departments.
• Coordinates with City departments, auditors, financial institutions, consultants, vendors, regulatory agencies, and other stakeholders and assists with preparing reports, presentations, analyses, and City Council agenda materials.
• Keeps the Director informed of significant financial concerns, compliance risks, control weaknesses, missed deadlines, staffing matters, and issues requiring executive review or approval.
• Performs the duties of the Director of Finance during the Director’s absence or as assigned, within delegated authority, and performs other related duties as required.

  Knowledge of:

• Governmental accounting principles, municipal finance operations, fund accounting, budgeting, financial reporting, treasury activities, purchasing, utility billing, revenue management, and audit preparation.
• Generally Accepted Accounting Principles and Governmental Accounting Standards Board requirements.
• General ledger administration, journal entries, account reconciliations, accounts payable, accounts receivable, cash management, fixed assets, grants, and internal controls.
• Federal, state, and local laws, regulations, ordinances, policies, and procedures applicable to municipal financial operations.
• Budget development, financial forecasting, expenditure monitoring, revenue analysis, and fiscal year end processes.
• Principles of supervision, delegation, performance management, employee development, workflow coordination, and departmental administration.
• Financial software, reporting systems, records retention requirements, and the proper handling of confidential information.

  Skills in:

• Managing daily financial operations, coordinating multiple functions, establishing priorities, and meeting required deadlines.
• Supervising employees, assigning work, reviewing performance, providing feedback, and addressing operational or performance concerns.
• Reviewing complex financial transactions, journal entries, reconciliations, financial statements, invoices, budget reports, and supporting documentation.
• Analyzing financial information and identifying discrepancies, trends, compliance risks, control weaknesses, and opportunities for improvement.
• Preparing and presenting financial reports, budget information, audit schedules, analyses, recommendations, and City Council materials.
• Interpreting and applying accounting standards, laws, regulations, financial policies, procedures, and internal controls.
• Researching and resolving complex financial, procedural, vendor, customer, and departmental concerns.
• Communicating complex financial information clearly to City leadership, employees, auditors, vendors, customers, and other stakeholders.
• Using financial systems and Microsoft Office applications, particularly advanced Excel functions.
• Exercising sound judgment, maintaining confidentiality, and providing leadership during the Director’s absence.

  Physical Demands/Work Environment:  Work is performed in a standard office environment with low to moderate noise level. Subject to sitting for an extended period of time, standing, walking, bending, reaching, kneeling, and lifting and putting away such items as records and office supplies of moderate weight of up to 40 pounds. Working with a wide variety of people, some of whom may be irate or difficult.
