Administrative Clerk for Human Resources Department

Job Description

To perform clerical and administrative duties in support of the Human Resources Department.

Illustrative Examples of Work

- Posts and maintains vacancy announcements; assists with the hiring and onboarding processes; conducts background checks and verifications of employment

- Creates and maintains employee records such as personnel files and ID badges; assigns employee and time clock numbers; maintains necessary security of such records

- Processes new hires, terminations, personnel action forms, and employee personal or payroll changes using appropriate forms and computer applications

- Ensures deadlines are met for employment actions such as probationary increases, performance evaluations, merit increases, etc.

- Reviews forms submitted to the department for accuracy and completeness

- Collects and organizes timesheets; enters payroll changes; assists with payroll processing

- Answers and directs incoming phone calls to the Human Resources Department; greets visitors to the department

- Performs typical office tasks such as filing, ordering office supplies, copying documents, etc.

- Assists with employee events and with the recognition and safety/wellness programs

- Performs related tasks as required

Knowledge, Skills, and Abilities

Knowledge of: City policies, principles, practices, and procedures and state and federal rules, statutes, regulations, and laws pertaining to all aspects of employment and management of human resources

Ability to: Understand, interpret, and apply governing personnel rules and regulations; Exercise discretion and judgment in the management of employee work and payroll records; Perform arithmetic calculations; Comply with court orders and other legal entities to garnish payments for child support, back taxes, penalties, or other actions; Work without close supervision and meet deadlines under pressure of interruptions; Create detailed and accurate personnel transaction information, forms, and reports; Elicit information from applicants and employees; Respond with tact and courtesy with City officials, employees, and the general public; Establish and maintain effective relationships with elected officials, managers, supervisors, peers, vendors, service providers, other agencies, and the general public; Communicate effectively in oral and written form; Compose routine correspondence from notes or verbal instructions; Operate computers and standard software and office equipment and machines; Organize and prioritize work for multiple projects, deadlines, and level of importance

Requirements

Physical Requirements: This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects. Work requires fingering, grasping, and repetitive motions to operate office equipment, telephones, printers, and computers. Vocal communication is required to express or exchange information. Hearing is required to perceive and understand information at normal voice levels. Visual acuity is required to prepare and understand written or computer data, operate machines, determine accuracy and thoroughness of work, and observe general surroundings and activities.

Working Conditions: Work in this class is considered sedentary and is performed in a climate controlled office environment without exposure to hazardous chemicals, fumes, or other airborne particulates.

Education and Experience: Graduation from high school or equivalency is required. Completion of a human resources certificate program or graduation from an accredited community college or a college or university with a degree in human resources or other field with coursework in business management, human resources, or accounting preferred. Local government human resources experience preferred. An equivalent combination of education and experience will be considered.

Special Requirements: Valid North Carolina driver's license; North Carolina Notary Public preferred; SHRM, HRCI, or PSHRA (IPMA-HR) certification preferred
