Navy Action Officer - Integrated Air and Missile Defense (IAMD)

We are hiring a Integrated Air and Missile Defense (IAMD) Capabilities Support to work in the Pentagon supporting OPNAV N99. The position requires the applicant to be TS/SCI eligible and, due to the nature of the role, only U.S. Citizens may be considered. The candidate shall provide support to the OPNAV Tactical Data Links, Combat Identification & C-5IRST Capabilities Branch (N99W3) within the N99W Crypto-Electronic & Cyber Warfare Division. Support will include assessing programmatic requirements; reviewing EW, cyber operations, TDL, and space policy and strategy; validating sufficient personnel and training requirements; and ensuring all are programmed to an acceptable level. The applicant will help provide strategic and operational-level support for liaison across all Navy organizations and echelons, other Services, Allies, other Department of Defense (DoD) agencies, and non-DoD Agencies including the US Coast Guard under Department of Homeland Security (DHS). This will require supporting the preparation of cogent PowerPoint presentations, briefs, information papers, impact and risk mitigation papers, and attendance at meetings that assist N99 government personnel in identifying, assessing, prioritizing, validating, adjudicating, and programming for Navy and Joint capabilities and requirements. Responsibilities include: Support relevant Navy, Joint, DoD, and/or interagency meetings and working groups that address IAMD, evolving CID / Battle Management (BM) technologies: Big Data, AI, ML, Mission Planning, Battle Management Aids, FFT and IFF Mode 5 capabilities, including program technical and programmatic exchanges such as program reviews, program planning and implementation reviews, milestone decision meetings, Integrated Product Teams, Special Advisory Boards, and off-sites. Prepare meeting reports or other documentation as a record of discussions and decisions. Support requirements officers in the development, review, editing and routing of correspondence, documents and publications of strategies and concept papers and/or briefs related to IAMD, evolving CID / Battle Management (BM) technologies: Big Data, AI, ML, Mission Planning, Battle Management Aids, FFT and IFF Mode 5 capabilities. Prepare plans, directives, and administration documents required for the management of IAMD, evolving CID / Battle Management (BM) technologies: Big Data, AI, ML, Mission Planning, Battle Management Aids, FFT and IFF Mode 5 programs. Support Foreign Military Sales (FMS)considerations where necessary. Conduct reviews, provide analysis, and support staffing of joint initiatives and associated IAMD, evolving CID / Battle Management (BM) technologies: Big Data, AI, ML, Mission Planning, Battle Management Aids, FFT and IFF Mode 5 documents utilizing the Joint Capability Integration Development System (JCIDS) process. Provide comments and recommendations to ensure JCIDS documents meet established DOD, Joint, and Navy C4I requirements. Coordinate across the Navy, other Service, Joint Staff, and other stakeholders with the Navy tasker system to review IAMD, evolving CID / Battle Management (BM) technologies: Big Data, AI, ML, Mission Planning, Battle Management Aids, FFT and IFF Mode 5 queries, respond to tasks track issues and/or concerns and prepare draft responses in the form of clear and concise briefs, point papers, emails, and memos. Assist Requirement Officers to review, edit and route correspondence, documents and publications of IAMD, evolving CID / Battle Management (BM) technologies: Big Data, AI, ML, Mission Planning, Battle Management Aids, FFT and IFF Mode 5 acquisition-related documentation, Navy Gate Review documents, and updates to acquisition and related Chairman of the Joint Chiefs of Staff Instructions and Manuals (CJCSI/CJCSM). Assist Requirement Officers to draft and review IAMD, evolving CID / Battle Management (BM) technologies: Big Data, AI, ML, Mission Planning, Battle Management Aids, FFT and IFF Mode 5 documents, complete comment resolution matrices, final editing, routing, coordination, and/or ensuring documents complete the required compliance checklists. Support OPNAV N99 role as Resource Sponsor in all phases of the integrated DOD acquisition, technology, and logistics life cycle management processes. Prepare briefings, point papers, spreadsheets, and statements on program status and potential funding shortfalls in preparation for Program Objective Memorandum (POM), Program Reviews, and Offset Drills. Analyze proposed and/or existing modeling & simulation plans and studies, and provide summaries, briefs, and/or recommended positions to support N99 POM planning. Support war gaming, experimentation, and exercise planning where required. Provide recommended courses of actions. Utilize from the Program Budget Information System (PBIS) and Intranet Resource Allocation Planning System (iRAPs) systems to respond to questions on project/budget line status, owner, and history of the project. Here’s what you need: Minimum of one (1) year of professional experience supporting one or more of the following areas: Integrated Air and Missile Defense (IAMD); Combat Identification (CID); Battle Management (BM); Joint Capability Integration and Development System (JCIDS); defense acquisition; requirements development; program management; systems engineering; resource planning and budgeting (e.g., POM, PBIS, iRAPS); modeling and simulation; or related Navy, Joint, or Department of Defense programs.
