Public Health Nurse Manager

County of San Diego

This is a promotional opportunity open to current County of San Diego employees only. Temporary employees, with the exception of Certified Temporary employees, are not eligible for promotional recruitments. First interviews and second interviews will take place beginning week of July 13, 2026. Job offers for selected candidates will be made beginning week of July 20, 2026. The starting salary for this position will be based on the candidate’s qualifications at time of appointment. Public Health Nurse Manager The Public Health Nurse Manager serves as a key leader within Aging & Independence Services, overseeing nursing operations for programs including In-Home Supportive Services (IHSS), the Multi-Purpose Senior Services Program (MSSP), and Adult Protective Services (APS). This role provides direct supervision to nursing teams, ensures equitable caseload distribution, and promotes high-quality service delivery across multiple program areas. The Manager leads process improvements, collaborates with internal and external partners, supports disaster‑service‑worker functions, and upholds County standards for diversity, equity, and inclusion. Additional responsibilities include guiding staff development, implementing procedural enhancements, evaluating workflows, and ensuring nursing practices align with Agency goals. The ideal candidate is a strategic thinker with strong communication, leadership, and analytical skills who thrives in a dynamic, multidisciplinary environment. The current opening is with Aging and Independent Services; however, the eligible list from this recruitment may be used for other vacancies as they occur. Hiring Process and Timeline Job offer and background process begins after the week of July 20, 2026. Current County employees may be excluded from additional background screening. Pre‑employment medical screening occurs approximately three days following successful background investigation results. Anticipated start date will be based upon successful completion of medical screening or another mutually agreed upon date. Minimum Qualifications Valid California Registered Nurse license; AND, Valid Public Health Nurse certificate from the California State Board of Registered Nursing; AND, A bachelor’s degree in nursing from an accredited U.S. college or university, or a certified foreign studies equivalency; AND, Four (4) years of increasingly responsible experience in public health nursing. At least two (2) years of that experience must have included supervising or leading lower‑level staff at the level of a Senior Public Health Nurse in the County of San Diego or an equivalent agency, or have involved managing the overall activities of a public health program or clinical services. Note: A master’s degree from an accredited U.S. college or university, or a certified foreign studies equivalency in nursing or a health‑related field can substitute for one (1) year of registered nursing experience and cannot be applied to the required two (2) years of supervision/management. Condition of Employment As part of the County of San Diego’s pre‑employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre‑employment medical screening prior to beginning County employment. Additional types of background investigations may be conducted based on the job‑related activities of the position. Current County employees may be excluded from this process. Evaluation Applicants’ names will be placed on a six‑month eligible list based upon scores received during evaluation of information provided on their employment application and supplemental questionnaire.
