Recommend hiring, transferring, suspensions, layoffs, recalls, promotions, discharges, assignments, rewards, or disciplinary actions. Plan and direct workloads, deadlines, objectives, and time utilization. Oversee construction projects: administer contracts, finalize estimates, coordinate materials, and ensure compliance with FDOT procedures. Participate in applicant selection and hiring process; perform orientations, training, counseling, disciplinary actions, and performance evaluations. Monitor contractor and subcontractor activities for contract compliance; handle field issues and provide guidance on construction engineering problems. Assist Construction Engineer/Operations Engineer: review contracts, scope, extensions, supplemental agreements, claims, and disputes. Prepare and ensure timely submission of project documentation (Monthly Estimate, Supplemental Agreements, Monthly Status Reports, Contractor’s rating, etc.). Conduct field reviews and inspections; sign and seal engineering documents. Perform CCEI contract administration: develop manpower estimates, scope of services, technical questions; review and approve monthly invoices; conduct quarterly CCEI evaluations. Conduct public relations activities: resolve conflicts with citizens, discuss projects with stakeholders, and notify public of construction activities. Oversee contract-related activities such as testing materials, construction methods, and quantity measurement. Prepare Final Estimate Package for assigned projects per manuals and specifications. Perform other related duties as assigned. Required Knowledge, Skills and Abilities Knowledge of road and bridge construction principles, terminology, and maintenance. Engineering design, construction, production, or operations. Construction Project Administration Manual. Conflict resolution and negotiation techniques; proficient in problem solving. Contract administration between department and contractor. Use of computer software applications. Problem solving techniques. Ability to determine work priorities, assign tasks, implement programs, establish relationships, communicate effectively, direct, inspect projects, analyze and interpret data. Licensure / Certification Licensed Engineer with the State Board of Professional Engineers under Chapter 471 Florida Statute. Other Requirements Valid Class E Driver's License with acceptable driving record as per Driver’s Record Requirements Policy.
