The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager; it is not a continuing position, assignment duration is NTE 36 months. Responsibilities DUTY 1: Performs Career Broadening assignments/duties; provides support, senior-level security expertise, guidance, and direction to the civilian and military work force within DAF directorates, MAJCOMs, numbered Air Forces, wings, or bases as assigned and serves as the DAF representative for related Special Access Management oversight. Incumbent duties require knowledge of multiple security principles to include: SAP and Sensitive Compartmented Information (SCI) policy, SAP security management, personnel security, physical security, industrial security, cybersecurity, foreign disclosure and USEXPORT, OPSEC, COMSEC, and assessing National Interest Determinations (NID). Routinely analyzes and interprets complex DCI, NSA, DoD SAP security policies and Air Force regulations to provide recommendations for safeguarding sensitive information. Incumbent requires written and oral communication skills commensurate with interactions with the Office of the Secretary of Defense for Policy (OUSD(P)), Intelligence & Security (OUSD(I&S)), Joint Staff SAPCO and other Service Components, government agencies and SAF/AA SAP stakeholders. Represents the directorate at senior level OSD and DAF security oversight briefings. DUTY 2: In a Career Broadening capacity, advises senior Acquisition leaders on complex security concepts and policies related to the execution of Air Force acquisition programs. Designs and synchronizes protection policies within Air Forces' diverse portfolio of programs by developing policies using a multi-layered and multi-disciplined security approach to protect innovative and critical programs and program elements. Through collaboration with sister services and interagency partners, makes policy change recommendations to DAF and Offices of the Secretary of Defense (OSD) through white papers and briefings to improve the planning and implementation of DAF technology protection programs. Governs policy implementation across a large portfolio, and supports organizational maturity through aligning documentation, data collection and analysis, as well as conducting regular benchmarking to support program development. Collaborates with the affiliated science and technology (S&T) and other teams participating in critical technology research and acquisition. Work with the DAF and DoD executive agents for horizontal protection, anti-tamper, and Technology Protection Task Forces to blend the multifaceted approaches to protection to a cohesive, executable requirement for S&T Protection and Research and development Air Force Acquisition. DUTY 3: Administers the information Security (INFOSEC) handling program for SAF/AAZ. Provides overall safeguarding of national security information with emphasis on classified or other sensitive information originated or controlled by DAF/DoD elements. Implements policies, instructions, procedures, and control systems to prevent the compromise or loss of classified defense information or material. Implements and monitors procedures for document control and for classified storage, classification, marking, identification, destruction, and reproduction. Ensures classified material is maintained, couriered and secured in compliance with regulatory requirements. Ensures SCI material is handled according to prescribed Intelligence Community Directive (ICD). Assists in arranging security measures for classified meetings and conferences. Debriefs employees upon separation from SAF/AAZ to ensure personnel are aware of their responsibility to protect classified information. Manages the Air Force's most sensitive information to include critical program information (CPI), and interacts with SAP enterprise partners to ensure information is protected commensurately across the DAF. DUTY 4: Performs action officer duties for developing, implementing, managing, and monitoring policies, instructions, and procedures for SAF/AAZ Special Program Directorate personnel and technical security programs to reduce vulnerabilities and ensure compliance. Verifies proof of need to know and degree of clearance required of industrial contractors assigned to SAF/AAZ or to industrial contractors visiting personnel. Ensures adherence of security requirements by contractor personnel, assists in reviewing and analyzing requests for information from industrial firms, and making recommendations to the Director. Verifies and revalidates in-house and visiting contractors' security clearances and special accesses. Supports broad studies, reviews trends and develops managed process solutions to mitigate risks and interdependencies. Provides risk management related guidance and direction to MAJCOMS, wings, bases and activities. Assists in reviewing new and proposed legislation, draft National, DoD and DAF guidance and prepares content for revised documents when requested and provides recommendations based on real world risk management experiences. Implements Secretary of the Air Force (SECAF) directed initiatives. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization and must have included: 1) Wide-ranging knowledge of general security administration programs including security policy requirements to function as technical authority in assignments requiring the application of new theories and developments to security problems not susceptible to treatment by accepted security methods, technology, or procedures; 2) Knowledge of a broad range of security program relationships, i.e. physical, personnel, information and industrial to plan, develop, administer, and coordinate both long and short-range complex security programs; 3) Knowledge and ability to perform key decision-making and policy-developing responsibilities in very difficult assignments such as planning for significantly new or far-reaching security program requirements, or leading or participating as a technical expert in interagency study groups for resolving problems in existing security systems and programs requiring innovative solutions; and 4) Knowledge and ability to advise director level agency security and subject-matter managers on new developments and advances in security techniques in the specialty area; planning, organizing, and directing studies to develop long range studies and forecasts; recommending methods for enhancing efficiency of security systems through modifications and applications of evolving technology; evaluating and making recommendations concerning overall plans and proposals for major agency and interagency security projects; and implementing national level guidance in agency standards, guidelines, or policies for major security programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of security concepts, principles, practices and protection efforts to review, analyze, and resolve issues supporting advanced air, space, and cyber technologies, capabilities and operations, and to represent the DAF as the SAP security subject matter expert at Joint Service and National Agency working groups and policy making forums for both government and contractor operations. Knowledge of a wide range of security concepts, principles and practices to review, analyze and resolve difficult and complex security problems. Thorough knowledge of applicable Executive Orders, Federal laws and DoD security regulations and policies. Knowledge of classification rules, regulations, and processes sufficient to analyze and review classified documents and determine proper classification, downgrading, or declassification markings. Knowledge of a broad range of security disciplines including Industrial Security (INDUSEC), Information Security (INFOSEC), Personnel Security (PERSEC), multi-disciplined security, technology development, the acquisition cycle, counterintelligence and security countermeasures programs and their interrelationship with the functions and processes of other intelligence organizations. Skill and technical competence in multifunctional security principles and practices to serve as SAF/AAZ subject matter expert for assigned modernization security efforts, RTP, SCRM, Acquisition and Industrial security programs to develop program policy and procedures to respond to emerging and expanding security requirements and to resolve complex security enterprise problems for Air Force-wide applications. Solutions developed often result in new methods, approaches or procedures. Skill and technical ability in multi-disciplined security, technology development, the Defense Acquisition System, Planning, Programming, Budgeting, and Execution process, counterintelligence and security countermeasures programs and their interrelationship with the functions and processes of other intelligence organizations. Ability to prepare and write detailed policy guidance on security and technology related issues and to interpret policy for implementation across an organization. Education Additional Information PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months.
