ATTORNEY REPRESENTATION FOR INDIGENT PARENTS IN DEPENDENCY AND TERMINATION CASES The Washington State Office of Public Defense (OPD) Parents Representation Program (PRP) provides state funded attorney representation and case support services to indigent parents, custodians and legal guardians involved in child dependency and termination of parental rights proceedings throughout Washington. Contracts are available for the 2027 fiscal year in the following counties. County Availability Island County – up to 0.25 FTE contract, position open until filled. King County – up to 2.0 FTEs (part‑time or full‑time), position open until filled. Lewis County – part‑time contract, position open until filled. Pierce County – up to a full‑time contract, position open until filled. Skagit – part to full‑time contract, position open until filled. Snohomish County – up to a half‑time contract, position open until filled. Thurston – part‑time contract, position open until filled. All other counties – OPD is willing to accept applications to identify interested parties should openings arise. Approximate caseload for a full‑time attorney: maximum 45 clients and no more than 60 open and active cases. Current annual compensation for a full‑time contractor is $206,347, with an anticipated salary for 2027 of $210,000. Part‑time compensation is pro‑rated based on a percentage of a full‑time caseload. Compensation includes overhead and other business costs. PFML is often available to contractor employees. Qualifications Licensed member of good standing with the Washington State Bar. Ability to meet Washington State Supreme Court Standards for Indigent Defense. Demonstrated commitment to parents’ rights, indigent defense, and social justice issues. Experience or interest in addressing disparities related to race, gender, national origin, disability, and class in state intervention. Commitment to trauma‑informed, anti‑racist, intersectional, non‑judgmental, wholly holistic advocacy. Familiarity with RCW 13.34 and court rules for dependency and termination cases. Responsive and clear communication with stressed clients. Collaboration with other parties and dependency‑court partners. Experience in the relevant court is preferred but not required.
