JOB SUMMARY
The Philadelphia Department of Public Health’s Substance Use Prevention and Harm Reduction Division is hiring a Public Restroom Specialist to support the daily operation of the Philly Phlush public restroom program. This position is responsible for ensuring public restroom units are clean, safe, accessible, and properly stocked for community use.
The Public Restroom Specialist will service assigned restroom locations, monitor conditions throughout the shift, restock supplies, complete basic cleaning and maintenance tasks, and report any concerns related to safety, cleanliness, damage, supplies, or public use. This role requires regular communication with supervisors, city partners, and community members to help maintain a welcoming and respectful environment.
The individual in this position must be comfortable working in public spaces and interacting with a wide range of community members, including people experiencing homelessness, substance use, behavioral health challenges, or other vulnerable circumstances. The Public Restroom Specialist is expected to represent PDPH and the Philly Phlush program professionally while helping provide a needed public health service to the community.
JOB SPECIFICATIONS
Responsibilities/Duties
• Clean and sanitize public restroom units throughout the assigned shift.
• Restock restroom supplies, including toilet paper, soap, sharps disposal supplies, and other approved toiletries.
• Monitor restroom conditions and report any safety, cleanliness, maintenance, supply, or operational concerns to the supervisor.
• Complete daily reports documenting restroom conditions, supplies used, incidents, concerns, and any follow-up needs.
• Safely remove and properly dispose of trash, drug-related litter, and paraphernalia found inside or near the restroom unit.
• Administer naloxone, when needed, in the event of a suspected opioid overdose and immediately follow emergency response procedures.
• Report vandalism, damage, equipment issues, plumbing concerns, or other maintenance needs as soon as they are identified.
• Maintain daily inventory of cleaning supplies, restroom supplies, and assigned equipment before and after each shift.
• Operate assigned work vehicles or cargo vans safely and in accordance with all PDPH policies and procedures.
• Interact respectfully and professionally with members of the public, including individuals experiencing homelessness, substance use, behavioral health challenges, or other vulnerable circumstances.
• Coordinate with supervisors, city partners, and community partners to support safe and consistent restroom operations.
• Follow all PDPH safety procedures, cleaning protocols, documentation requirements, and workplace expectations.
• Perform other duties assigned by the Environmental Services Manager.
Education
• HS Diploma or general education degree (GED) or combination of education and 2+ years related work experience
OR
• Associate’s degree with 1+ years related work experience
Skills/Experience:
• The ideal candidate must have a valid driver’s license with a clean driving record and be comfortable operating city vehicles, including cargo vans, as part of daily field operations. This position requires the ability to safely travel between assigned Philly Phlush restroom locations, follow assigned routes and schedules, and report any vehicle-related concerns immediately.
• Knowledge of, or personal experience with, substance use, harm reduction, public health, or working with vulnerable populations.
• Ability to work respectfully with individuals experiencing homelessness, substance use, behavioral health challenges, or other vulnerable circumstances.
• Ability to follow a daily schedule, assigned routes, and program expectations with reliability and consistency.
• Ability to clean, sanitize, restock, and monitor public restroom units in a safe and professional manner.
• Ability to identify and report safety concerns, maintenance issues, vandalism, supply needs, and other restroom-related concerns.
• Ability to safely handle trash, drug-related litter, sharps, and other materials commonly found in public restroom settings.
• Ability to administer naloxone in the event of a suspected opioid overdose and follow emergency response procedures.
• Ability to use good judgment, remain calm under pressure, and make appropriate decisions in the field.
• Ability to work independently while also communicating effectively with supervisors, coworkers, city partners, and community members.
• Ability to perform physical duties, including standing, walking, bending, lifting, carrying supplies, and moving equipment as needed including handling heavy objects and equipment weighing between 60-80 lbs.
• Basic understanding of plumbing, cleaning equipment, and restroom maintenance preferred.
• Foundational computer skills, including comfort using Microsoft Office, email, and electronic reporting tools.
Work Environment: 90% Field Work, 10% office work
Position Type and Work Schedule:
• 37.5 hours a week
• 7.5 hours per day Weekday and Weekend/Evening work required.
• This position is essential and work hours/ schedules apply to all major holidays
