Position Summary

We are seeking an experienced Project Manager to lead the planning, procurement, permitting, and deployment of Intermediate Line Amplifier (ILA) shelters supporting a multi-state long-haul fiber network build. This role owns the project lifecycle end-to-end — from site identification and RFP development through contractor management, permitting, construction oversight, and final turn-up and testing. The ideal candidate has direct experience delivering telecom infrastructure projects across multiple jurisdictions and is comfortable managing distributed teams, vendors, and regulatory stakeholders simultaneously.

Key Responsibilities

Program & Project Management

• Own the end-to-end project plan and schedule for ILA shelter deployment across all assigned states/route segments.
• Track budget, schedule, and scope for each site and roll up status to a program-level dashboard for leadership.
• Identify schedule risks and critical-path dependencies early (land acquisition, permitting, utility coordination, equipment lead times) and drive mitigation.
• Serve as primary point of contact between internal stakeholders (engineering, operations, legal, finance) and external parties (landowners, contractors, AHJs, utility companies).

RFP & Procurement

• Develop and issue RFPs for shelter fabrication/supply, civil construction, electrical, HVAC, generator, and site security scopes of work.
• Evaluate bids, negotiate contract terms and pricing, and make award recommendations.
• Establish and manage master service agreements (MSAs) and site-specific work orders with selected contractors.

Shelter Site Acquisition

• Coordinate site selection based on engineering route design, RF/optical span requirements, and access/utility feasibility.
• Manage land acquisition activities including lease negotiation, easements, purchase agreements, and title/survey work, in coordination with legal and real estate resources.
• Maintain accurate site acquisition tracking (status, key dates, contacts, documents) across all active sites.

Permitting & Regulatory Compliance

• Manage the permitting process across multiple state, county, and municipal jurisdictions, including zoning, building, electrical, environmental (e.g., NEPA/SHPO where applicable), and utility interconnection permits.
• Coordinate environmental and cultural resource surveys as required, and manage any FAA, wetland, or floodplain considerations.
• Maintain a permitting tracker with jurisdiction-specific requirements, timelines, and renewal dates; ensure all sites are compliant prior to construction and turn-up.

Construction & Contractor Management

• Manage general contractors, civil crews, electrical contractors, and specialty subcontractors (fiber splicing, DC power, HVAC, generator) across multiple simultaneous site builds.
• Conduct site visits/inspections to verify work quality, safety compliance, and schedule adherence.
• Manage internal field resources (technicians, engineers) alongside external contractors to ensure coordinated execution.
• Review and approve contractor pay applications, change orders, and closeout documentation.
• Enforce safety standards (OSHA, company EHS policy) across all job sites and contractors.

Turn-Up & Testing

• Coordinate final equipment installation, DC power and battery backup commissioning, and HVAC/environmental system verification.
• Oversee fiber splicing, OTDR testing, and optical/RF turn-up in coordination with NOC and engineering teams.
• Manage punch-list resolution and drive sites to full acceptance and in-service status.
• Ensure as-built documentation, test results, and site records are collected and archived per company standards.

Reporting & Stakeholder Communication

• Provide regular status reports to leadership, including budget variance, schedule status, risks, and site-by-site progress.
• Escalate issues proactively (land, permitting delays, contractor performance, safety incidents) with recommended resolutions.

Required Qualifications

• 5+ years of project management experience in telecommunications infrastructure, long-haul fiber, or related utility/civil construction environments.
• Demonstrated experience managing multi-state or multi-site construction programs simultaneously.
• Direct experience with RFP development, contractor bidding/selection, and vendor contract management.
• Working knowledge of land acquisition processes (leases, easements) and multi-jurisdictional permitting requirements.
• Experience managing both internal technical staff and external contractors/subcontractors.
• Familiarity with telecom shelter systems: DC power plants/battery backup, HVAC, generators, fiber optic splicing/testing (OTDR), and equipment turn-up procedures.
• Strong budgeting, scheduling (MS Project or equivalent), and reporting skills.
• Willingness and ability to travel extensively (50%+) across project states.
• Valid driver's license and ability to pass background/safety certification requirements for job site access.

Preferred Qualifications

• PMP certification or equivalent project management credential.
• Prior experience with ILA, regen, or amplifier hut/shelter construction specifically.
• Experience working with state DOTs, utility companies, and environmental/regulatory agencies.
• Background in OSP (outside plant) fiber construction or telecom network builds.
• Familiarity with safety programs (OSHA 30, EHS management systems).

Working Conditions

• Frequent multi-state travel to remote and rural job sites, some with limited infrastructure or amenities.
• Exposure to active construction sites; use of appropriate PPE required.
• Some work outside standard business hours to coordinate turn-up windows with NOC/engineering teams.
