This person will be working on strategic client projects, including those across the Office of Oceanic and Atmospheric Research and the National Weather Service at the National Oceanic and Atmospheric Administration (NOAA).In this role, you provide subject matter expertise, coaching, and direct execution of project planning, resource management, and stakeholder engagement activities and ensure the successful delivery of complex solutions. Additionally, you provide strategic insights that will contribute to business development initiatives. The expansion of client relationships and identification of new opportunities in your client mission area is critical to success in this role. With expertise in strategic analysis and risk planning, this person will manage project financials, budgeting, and forecasting, ensuring high-quality outputs that drive client success and organizational impact.Your impact will include:Oversee project portfolios, budgets, grants, and schedulesCoordinating with teams across NOAA modeling advancements, observations, and testing initiativesProviding strategic insights that will contribute to business development initiativesEnsuring high-quality outputs that drive client success and organizational impactStrong acumen in scanning the broader organization, connecting dots across stakeholders, and identifying opportunities the client may not seeYou'll arrive equipped with:A minimum of 5 years of experience managing federal contracts or project teamsExperience with managing support services specifically for high-performing agile teamsStrong background working with interdisciplinary teams, academic partners, and scientific/analytical modeling enterprisesMust reside in or be willing to commute regularly within the Washington, DC metropolitan area; hybrid work environment anticipated, to include on-site and virtual locationsU.S. citizenship (the nature of our work with the federal government limits our hiring to U.S. citizens)Ability to obtain and maintain up to a top-secret security clearance.Bachelor's degree from an accredited college or university in business, management, or a field related to Agile program management within a federal scientific modeling enterprisePreferred Qualifications:Background supporting atmospheric science departments of the US government such as NOAA, EPA, NASA etc.Agile certifications (e.g., Certified Scrum Master, Professional Scrum Master I, Project Management Institute – Agile Certified Practitioner, SAFe Agilist)Experience developing robust project plans and continuously managing project financials, budgeting, and forecastingStrategic thinker with strong systems thinking and first principles of reasoningAble to translate strategy to execution and own execution (work cross-functionally and across seniority levels within a client space to drive change, keeping relationships and culture in mind)Proven ability to bring structure to ambiguous and open-ended problemsStrong executive presence with the ability to command a room and engage senior clientsConfident facilitator able to guide discussions, manage conflict, and drive alignmentStrong storyteller capable of creating compelling narratives, insights, and recommendationsRelationship builder with strong client service orientationStrong analytical skills; comfortable with both quantitative and qualitative dataHighly organized; able to manage multiple workstreams, deliverables, and internal/external expectations; can manage upExperience with managing complex team structures and project budgetsKnowledge of key consulting frameworks and concepts (Mento Pyramid, MECE, ChoiceCascade, 7S, Growth Share)Previous experience in a defense or commercial consulting firmExperience serving or working in a large corporate environment, including familiarity with strategy development and execution, organizational change, and processesExperience conducting qualitative and quantitative data analyticsTechnical Skills:Demonstrated fluency with industry-standard Agile enterprise management platforms (e.g., the Atlassian suite, Azure DevOps, Broadcom Rally, Digital.ai Agility, Wrike)Strong PPT and Excel skillsGrowth Expectations:Able to identify, frame, and scope problems across all consulting disciplines: strategy, operations, human capital, security and resilience, technology and innovation readinessConfident in engaging new people and building relationships across all levelsCreative in identifying pathways into organizations, buyers, and influencersComfortable shaping solution options and articulating value driversUnderstanding of the full sales lifecycle and able to assist in developing proposals, estimates, and statements of workWe'll equip you with:A flexible, agile, and employee-driven work place that will enable you to thrive as a well-balanced professionalA fundamentally collaborative team that places a premium on transparent leadership and diversity of experience and thoughtA community of lifelong learners dedicated to engaging in rewarding and meaningful workA culture committed to interpersonal connection that will encourage you to leverage your existing relationships and invest in new onesAn environment that is unconditionally inclusive across the many characteristics that make us all uniqueCompetitive compensation and outstanding benefitsWhat sets Toffler Associates apart?We are thinkers and doers.
