Major Duties

• Serves as a Labor and Employee Relations (LER) Trainer, responsible for developing, conducting and monitoring LER training for trainees.
• Provides initial and refresher training for new and/or newly appointed employees and works closely with them to review their work.
• Coordinates with the Program Manager of the Labor Relations, Employee Relations and Performance Management program on developments and evaluation, as well as staff advisory functions.
• Provides advice and guidance to supervisors and employees concerning employee relations, discipline, grievances, appeals, leave administration, performance management, hours of duty, premium pay, merit pay and employee-management communications.
• Interprets and clarifies Labor Relations policies, laws, regulations, Executive Orders, and decisions of Labor Relations formal bodies, standards, and procedures to all levels of management.

Qualification Summary

To qualify for a Human Resources Specialist (LER), your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Interpreting, clarifying, and applying a wide range of HR case law, federal regulations, Executive Orders, and precedent decisions to provide technical LER advice to all levels of management. Representing management in negotiations, labor-management partnerships, and third-party hearings. Providing expert advisory services to supervisors on complex employee relations matters. Developing, conducting, and evaluating LER training programs, which includes mentoring trainees on a daily basis, monitoring progress against Individual Development Plans (IDPs), and reviewing work to ensure regulatory consistency. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
