Job Description - Plan Examiner (Per Performance) (250000HC) Position Grade: 212G Department: Building Division Job Type: Permanent Per Performance (Part-time) Examination Number: EX1452 Location: Downtown - St. Louis, MO Positions are paid on an hourly basis and are not eligible for the Employee Benefits Program. Incumbents in this position are responsible for examining commercial and private building plans and inspecting construction sites to ensure compliance with building code regulations. This includes reviewing plans for complex construction projects and conducting field inspections; conducting preliminary conferences with architects and engineers for new construction, alterations and repairs to existing buildings and coordinating with other City and Federal agencies and testifying before the Board of Building Appeals. Essential Functions and Responsibilities Reviews building plans, drawings, specifications and calculations for accuracy and completeness; examines individual components to ensure all code‑mandated items have been included. Conducts preliminary conferences with project architects and engineers to identify potential problems. Makes recommendations regarding updates to current building codes. Calculates footage to ensure compliance with code. Indicates and makes recommendations for revisions to bring plans into compliance. Inspects building sites to ensure plans are followed; conducts field inspections for structural integrity and safety of buildings after a catastrophic event. Participates in client meetings related to plan examination of current and proposed projects. Provides technical assistance to other City agencies or departments regarding building code matters. Knowledge, Skills, and Abilities Data Utilization: Performs mid‑level data analysis, audits, deduces, assesses, concludes, and appraises. Discretion in determining and referencing established criteria to define consequences and develop alternatives. Human Interaction: Provides guidance, assistance, and interpretation to coworkers and the public on applying policies, procedures and standards to specific situations. Equipment, Machinery, Tools and Materials Use: Operates, maneuvers, and provides continuous adjustment on equipment, machinery and tools such as a personal computer, motor vehicle and materials. Verbal Aptitude: Utilizes a variety of reference, descriptive and advisory data and information such as construction documents, estimates, structural calculations, specifications, codes, standards, and non‑routine correspondence. Mathematical Aptitude: Performs addition, subtraction, multiplication and division; calculates percentages, decimals; performs basic to advanced algebraic, geometric and trigonometric operations. Functional Reasoning: Applies principles of rational systems. Interprets instructions in written, oral, diagrammatic or schedule form. Exercises independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. Situational Reasoning: Exercises judgment, decisiveness and creativity in evaluating information against sensory, judgmental or subjective criteria, as opposed to clearly measurable or verifiable criteria. Environmental Factors: May involve exposure to adverse environmental conditions such as dirt, dust, pollen, odors, humidity, rain, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards or irate individuals. Physical Requirements: Lifts, carries, pushes, pulls moderately heavy objects (20–50 pounds). Regular physically demanding work involving climbing, balancing, stooping, kneeling. Sensory Requirements: Recognizes and identifies differences between colors, shapes, textures associated with job‑related objects, materials and tasks. Qualifications A Bachelor’s degree in Architecture, Civil Engineering, Urban Planning, Community Development, or a related field that includes coursework in historic preservation and urban design. OR an equivalent combination of education, training and experience. License: Must possess and maintain a valid driver's license while employed by the City of St. Louis. The license must be presented upon request. Only qualified applicants who provide proof of a valid driver’s license will be considered for this position. City Residence Preference Points City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five point preference on a scale of 100 points. An additional one point shall be added to the passing score of city residents who receive any other preference on a scale of 100 points. City residents must have resided in the city for at least one year at the time of filing their application to be eligible for the preference points.
