This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Help

• Serves as a Shift Leader who is an assistant to the Guard Shift Supervisor.
• Conduct foot or vehicle patrols of perimeters, roadways, parking and other high traffic areas as well as storage, administrative and other structures as designated.
• Ensures incident scenes are preserved for law enforcement investigators and provides written reports of findings based on criminal incidents to the supervisor.
• Provides on-the-job training to new employees in accordance with established procedures.
• Detains violators, identifies witnesses and renders first aid to the injured commensurate with training and certifications.
• Maintains duty journal and prepares written reports of unusual situations and conditions encountered.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a Secret security clearance level using a Tier 3 background investigation.
• Incumbent must be able to obtain and sustain state certification for operating the NCIC terminals.
• Employee and prospective employee are expected to maintain a high standard of conduct; and when being considered for employment and periodically thereafter, they must be assessed under the Individual Reliability Program.
• Shift work is required, or a change in work shift may be necessary. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays.
• Employee shifts are rotated on a regularly scheduled basis.
• Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
• Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
• Incumbent must undergo and pass annual medical exams of physical, emotional and mental stability.
• Incumbent must successfully complete security guard training.
• Employee must be trained and maintain current required certifications in CPR techniques and must know first aid. May act as a first responder in a medical emergency.
• This position requires the employee to use personal protective equipment provided by the employer.
• Incumbent will be required to maintain physical conditioning and pass an annual physical agility test (PAT).
• Incumbent must be fully qualified to operate a government vehicle. Must possess and maintain a valid state driver's license.
• Must wear the Department of the Army Security Guard (DASG) uniform.
• Employee must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
• Must not have any medical condition that precludes the wearing of a chemical protective mask and over garments.
• This position is a Testing Designated Position (TDP) subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
• This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: (1) Participating as a team member or leading a security guard force. (2) Controlling access of vehicles, visitors and pedestrians into a facility such as a military installation. (3) Using automated systems to query and verify suitability for visitor entry into a facility such as a military installation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Such experience must have provided a knowledge of protective systems and techniques. Acceptable experience includes service in the Armed Services or Coast Guard that involved the performance of guard duties on a regular or intermittent basis.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.

Additional Conditions of Employment continued:

This position has a Temporary Duty(TDY) or business travel requirement of 10%.

This position has a requirement to lift up to 50 lbs, in regular performance of duties.

One-year trial/probationary period required.

The duties and training require the employee to carry and deploy a riot baton, carry a protective shield and employ non-lethal ammunitions (such as aerosol irritants) if necessary.
