Java Developer (Senior)The New York State Department of Labor is seeking a Senior Software Developer to support the Unemployment Insurance Service Improvement (UISIM) project. UISIM is a multi-year program focused on redesigning, implementing, operating, enhancing, and maintaining the integrated systems used by the New York State Department of Labor's Unemployment Insurance program. The selected candidate will work as part of an Agile development team supporting UISIM operations, application enhancements, defect correction, modernization, and ongoing technical support.The consultant will analyze, design, develop, test, implement, and document software solutions using Java, Angular, Spring Boot, REST/SOAP services, DB2, SQL, and modern CI/CD technologies. The resource will also provide specialized technical support, knowledge transfer, incident resolution, enhancement delivery, technical documentation, and mentoring to State staff.ResponsibilitiesThe selected consultant will perform, but not be limited to, the following activities:Analyze, design, develop, test, implement, and document UISIM software enhancements and defect corrections.Develop accessible user-interface screens, reusable components, and application frameworks using Angular and Java technologies, with an emphasis on ADA/WCAG compliance.Develop and integrate backend services, Java classes, business processes, batch jobs, and application interfaces.Develop applications using J2EE, Spring Boot, service-oriented architecture, and microservices architecture and design patterns.Develop, maintain, and integrate REST and SOAP web services into end-to-end business processes.Develop complex SQL queries, database components, and data-access layers using DB2 and other relational database technologies.Utilize object-relational mapping technologies such as Hibernate and JPA for application data access and persistence.Perform unit, integration, regression, and performance testing.Identify, troubleshoot, and resolve software defects, production issues, and performance bottlenecks.Use GitHub or GitLab repositories for source code management, version control, and collaborative development.Utilize CI/CD pipeline technologies to support automated software builds, testing, and controlled deployments.Analyze and document existing UISIM application designs, system functionality, and technical architecture.Support enhancement roadmaps, technical-debt remediation, modernization initiatives, and platform upgrades.Create and maintain technical design documents, sequence diagrams, activity diagrams, system documentation, and operational support procedures.Participate in code reviews and promote modern application development best practices.Mentor and train State staff in specialized technical skills and modern software development practices.Provide knowledge transfer and technical guidance to support the long-term maintenance and enhancement of UISIM applications.Develop and support applications hosted on Google Cloud Platform or other enterprise cloud platforms.Complete all required New York State OER Mandated Training and UI Confidentiality Training.Required SkillsThe candidate must have:60 months of experience developing Java-based, multi-tier web applications using J2EE or Spring Boot, industry-standard design patterns, and Agile methodologies.48 months of experience developing Angular user interfaces, reusable components, and accessible web applications that meet ADA or WCAG requirements.48 months of experience developing and integrating REST or SOAP services, backend business services, batch jobs, and application interfaces.36 months of experience using GitHub or GitLab repositories and CI/CD pipeline technologies for automated build, test, and deployment activities.36 months of experience developing complex relational database queries and data-access components using SQL, DB2, Hibernate, JPA, or comparable technologies.24 months of experience analyzing and documenting existing application designs, enhancement roadmaps, technical debt, or system functionality.24 months of experience developing or supporting applications hosted on Google Cloud Platform or another enterprise cloud platform.
