Requirements EDUCATION/TRAINING Bachelor's degree in Risk Management, Occupational Safety, Business Administration, Public Administration, Criminal Justice, Security Management, Information Technology, or a related field. WORK EXPERIENCE Five to seven years working experience in safety/loss prevention, risk management or related field; or any equivalent combination of education, experience and/or training. Three -five years of supervisory experience preferred. A certification as a Certified Risk Manager (CRM), Associate in Risk Management (ARM) or Certified Safety Professional (CSP) is preferred. Job Description FRANKLIN COUNTY RISK MANAGER Revised: July 29, 2026 Position Description Exempt OVERALL OBJECTIVE OF JOB The Risk Manager is responsible for developing, implementing, and overseeing the organization's risk management program. This includes identifying, assessing, and mitigating potential risks across all areas of the organization, including operational, financial, legal, and compliance risks. The Risk Manager plays a critical role in protecting the organization's assets, reputation, and overall well-being. Activities include coordination and management of general and professional liability, property and automobile claims. This position is responsible for planning, coordinating, implementing and monitoring the effectiveness of programs to assess risk potential and minimize loss exposures. Tasks will include identifying and analyzing loss exposures, selecting the appropriate technique to handle each exposure, implementing the chosen technique, monitoring the decisions made, and implementing the appropriate changes. ESSENTIAL FUNCTIONS OF JOB 1. Develop and implement a comprehensive risk management framework that recommends and provides the County with prevention measures to reduce risks and liabilities. 2. Conduct regular risk assessments to identify and analyze potential risks across all departments and functions. 3. Utilize various risk assessment methodologies and tools to evaluate the likelihood and impact of potential risks. 4. Prioritize risks based on their severity and potential impact on the organization. 5. Identifies and analyzes exposures that may lead to financial loss and selects and recommends alternatives for avoiding, reducing, or transferring risks of financial loss. 6. Establishes and Chairs safety committee(s) to include implementing, maintaining, and enforcing the County-wide safety program and procedures. Monitors effects of safety program and other risk management devices to include AED, safety response bags, etc. 7. Oversee the administration, functionality, and lifecycle management of County security systems, including surveillance cameras, access control systems, intrusion alarms, panic buttons, and emergency communication systems. 8. Designs, implements and monitors risk control measures, including policies, procedures, and internal controls. 9. Collaborate with IT to monitor and mitigate technologyrelated risks, including system vulnerabilities, data breaches, and cyber incidents. 10. Evaluate and recommend security technologies to reduce exposure across County buildings (e.g., sensorbased safety monitoring, automated emergency alert systems, advanced access control solutions). 11. Utilize digital tools and software platforms for risk tracking, incident reporting, and trend analysis. 12. Reviews County contracts, policies and procedures, identifying risks and exposures to financial loss. 13. Educates management and staff on work related risk management, health and safety issues to promote safe/accident-free environment.
14. Evaluates and ensures compliance with relevant local, state and federal regulation compliance with applicable laws, regulations and industry standards and monitors regulatory changes and updates risk management practices accordingly. 15. Collaborates with departments to ensure all risk related functions are in place and in compliance-i.e. Department of Emergency Services-hazard mitigation and evacuation plans, property management-SDS sheets, etc.) 16. Support security technology components within Disaster/Evacuation Plans, ensuring systems like automated door locks, emergency lighting, and communication tools operate reliably during drills and actual events. 17. Conduct inspections of security hardware during hazard surveillance of County facilities. 18. Performs accident investigation of all workplace incidents and injuries.
19. Reviews insurance related contracts and documents and makes recommendations. 20. Works with management to develop and implement County-wide and Department specific safety procedures and plans and supports management on appropriate methods of safely completing job duties and tasks. 21. Coordinates insurance company related investigation of claims. 22. Develops contacts and resources for work-related services (i.e., Attorneys, Private Investigators, Insurance Brokers, etc.). and acts as a liaison between County, Claims Representatives, Management, Attorneys, Employees, Private Investigators, Authorities and Physicians. 23. Maintains and monitors county camera system-to include upgrades and maintenance. 24. Performs related office duties and maintains accurate and appropriate records and documents. Responsible for prompt reporting and filing of all general and professional liability, property, and automobile claims. 25. Responsible for developing and maintaining standard processes and procedures for risk management functions by preparing and implementing risk management manuals.
26. Ensure all SDS requirements are met. 27. Oversees County building improvement projects as related to risk management functions. 28. Support County wide operations on building access and issues. 29. Prepare annual operating budget for Risk Management and assist departments with budgets for projects and needs related to safety and security. OTHER DUTIES OF JOB 1. Attends in-service, training, meetings, as required. 2. Performs other job-related duties, as required. 3. Travels as necessary to perform essential functions. 4. Serves on committees and work groups as needed. SUPERVISION RECEIVED Receives occasional instruction and limited supervision from the Human Resources Director in regard to work duties. SUPERVISION GIVEN Supervises Risk Management Department; gives instruction and training to County management and staff regarding risk management, health and safety issues; provides daily instruction and supervision to Risk Management/Compliance Coordinator. WORKING CONDITIONS 1. Works indoors in adequate workspace, temperatures, ventilation and lighting. 2. Works in varied environments performing job duties of others to determine physical, mental and environmental exposures of jobs. Occasionally subjected to loud noise and physical stress. 3. Works with average indoor exposure to noise and stress, but subject to frequent disruptions. 4. Walks back and forth between County buildings as necessary to carry out job duties. 5. Occasional indoor exposure to dust and dirt. PHYSICAL AND MENTAL CONDITIONS 1. Must possess ability to record, convey and present information, explain procedures and follow instructions. 2. Must be able to sit and stand for long periods throughout the workday, with intermittent periods of bending, twisting and reaching, as necessary to carry out job duties. 3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out duties of job. Performs job duties of others on occasion. 4. Light work, with occasional lifting/carrying objects with weights of up to fifty (50) pounds. 5. Must be able to pay close attention to details and concentrate on work. 6. Must possess a valid driver's license. QUALIFICATIONS A. Must possess the technical knowledge of operating personal computers and other office equipment with accuracy and reasonable speed. 8. Must possess knowledge of safety and loss prevention techniques and ability to develop effective policies and programs to reduce risks associated with employee and third-party injuries. 9. Must possess general knowledge of and ability to practice effective and efficient office practices and procedures, to maintain accurate and adequate files and documentation. 10. Must possess training or knowledge of risk management, insurance, property/casualty loss programs, health and safety or related field. 11. Must possess knowledge of security system operations, including CCTV networks, access control systems, electronic locking mechanisms, intrusion detection, and incident monitoring platforms. 12. Must possess ability to work with security software applications used for incident management, risk reporting, cybersecurity training, and digital compliance tracking. 13. Working knowledge of cybersecurity principles, including phishing awareness, system vulnerability identification, and safe technology practices. 14. Must possess a valid driver's license and willingness to travel, as needed. 15. Must be able to cope with the physical and mental stress of the position. 16. Must be able to pay close attention to details and concentrate on work.
