Counter-Unmanned Systems (C-UxS) Operational Planner

Work You'll Do

As a Project Lead Integration Engineer II on the project, you will:

• Integrate multi-domain C-UxS concepts of employment into Theater Campaign Plans, OPLANs, CONPLANs, operational orders, and MARFORPAC Operations, Activities, and Investments frameworks.
• Develop C-UxS planning products, appendices, annexes, and supporting estimates for operational and contingency plans.
• Synchronize C-UxS requirements across deployed MEFs, MAGTFs, Marine Rotational Forces, littoral formations, bases, ports, airfields, and expeditionary advanced bases.
• Incorporate high-threat unmanned-system scenarios into regional joint and Service exercises.
• Advise commanders and staff on C-UxS posture, readiness, risk, capability gaps, and resource priorities.
• Coordinate with the Joint Force Air Component Commander and Area Air Defense Commander to integrate Marine Corps counter-unmanned aerial system capabilities into the theater Integrated Air Defense System.
• Ensure C-UxS capabilities and associated data are represented in the Common Operational Picture and applicable joint command-and-control architectures.
• Coordinate the integration of detection, identification, tracking, electronic warfare, non-kinetic, and kinetic defeat capabilities.
• Support operational deconfliction with friendly aviation, communications, Link 16, radar, and air-defense systems.
• Coordinate with the Theater Joint Force Maritime Component Commander to integrate counter-unmanned surface and undersea system capabilities.
• Support the protection of maritime choke points, littoral combat groups, advanced naval bases, logistics nodes, and expeditionary operating locations.
• Harmonize C-UxS measures across garrison, tactical, maritime, and expeditionary environments.
• Coordinate with Marine Corps installation commanders to ensure continuity between installation protection and deployed-force operations.
• Coordinate with Marine Corps capability-development organizations to identify, prioritize, and advocate for C-UxS equipment, ammunition, personnel, training, and sustainment requirements.
• Consolidate capability gaps reported by deploying MEUs, MAGTFs, and littoral combat formations.
• Support rapid capability development, procurement, fielding, and operational assessment of C-UxS solutions.
• Maintain accountability and operational visibility of Marine Corps C-UxS capabilities fielded throughout the theater.
• Liaise with the Department of Defense Joint Counter-small Unmanned Aircraft Systems Office to align Service-component fielding with joint standards, common C2 architectures, and shared threat assessments.
• Author and maintain policy governing the defensive deployment and employment of C-UxS capabilities across regional bases, rotational forces, and littoral formations.
• Develop and maintain joint C-UxS reporting policy.
• Coordinate with Staff Judge Advocate and Combatant Command operational law teams on C-UxS rules of engagement and rules for the use of force.
• Support the development and maintenance of supplemental measures addressing detection, tracking, non-kinetic jamming, cyber defeat, directed energy, and kinetic neutralization.
• Maintain operational awareness of Title 10, Title 32, and Title 50 authorities and associated legal constraints applicable to C-UxS activities in domestic, foreign, and territorial-water environments.
• Coordinate with legal, policy, intelligence, and force-protection stakeholders to ensure C-UxS plans remain operationally executable and legally supportable.
• Coordinate with the Theater Frequency Management Office and MARFOR G-6/G-39 to allocate and deconflict frequencies used by C-UxS electronic-warfare, radar, communications, and directed-energy systems.
• Assess and mitigate risks of interference or fratricide involving friendly communications, Link 16, aviation, navigation, and command-and-control systems.
• Incorporate electromagnetic-spectrum considerations into operational plans, exercises, deployment packages, and force-protection measures.
• Coordinate with U.S. Embassies, country teams, host-nation ministries of defense, and relevant interagency partners.
• Support bilateral coordination for airspace authorizations, spectrum access, defensive perimeters, and employment of C-UxS capabilities around Marine Corps installations and forward staging sites.

Qualifications

Required :

• Bachelor's degree in security studies, National Security, Public Policy or a related discipline
• Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
• Active Top Secret with SCI security clearance required
• 5+ years of operational-level staff experience at the MEF (Corps level HQ), MARFOR, Service-component, functional component, standing sub-unified, joint task force, or Combatant Command level.
• 1+ years experience applying the Marine Corps Planning Process and Joint Planning Process.
• 1+ years experience in one or more of the following domains: Air defense or air command and control, including 72XX specialties, anti-air artillery/missiles, including 08XX specialties, Aviation, including 73XX or 75XX specialties.
• 1+ years experience with direct operational experience with deployed counter-small UAS or C-UxS capabilities, such as MADIS, L-MADIS, FS-LIDS, DroneDefender, or comparable joint systems.
• 1+ years experience developing operational plans, contingency plans, policy documents, staff estimates, capability-gap assessments, and commander-level briefings.
• 1+ years experience coordinating across joint, interagency, multinational, and Service-component organizations.
• 1+ years experience with integrated air and missile defense, electromagnetic-spectrum operations, force protection, and multi-domain operations.
• 1+ years experience with analyzing operational risk and translate strategic guidance into executable plans and resource requirements.

Preferred:

• Master's degree in Security Studies, National Security, Public Policy or a related discipline
• Completion of the Joint Counter-sUAS Office Operational Planners Course.
• Completion of Air and Missile Defense courses or a Weapons and Tactics Instructor course.
• Experience supporting a Combatant Command, Joint Task Force, Service component, or Indo-Pacific operational headquarters.
• Experience with C-UxS systems spanning air, ground, surface, and undersea domains.
• Knowledge of Marine Corps force development, capability-based assessment, acquisition, fielding, and sustainment processes.
• Experience coordinating with host-nation defense organizations, U.S. country teams, embassies, or interagency partners.
• Familiarity with rules of engagement, rules for the use of force, operational law, and authorities governing electronic warfare, cyber effects, directed energy, and kinetic defeat.
• Experience integrating C-UxS capabilities into joint exercises, defended asset lists, theater campaign plans, and contingency plans.

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $113,325 to $188,875.
