Founded more than a century ago by the Franciscan Sisters of the Sacred Heart, QueensCare continues the legacy of compassionate care through grants, scholarships, and support for inpatient healthcare. In addition to the strategic philanthropy, QueensCare Health Alliance (QHA), an affiliate of QueensCare, delivers direct medical, dental, vision, mental, and spiritual care through mobile and community-based programs at schools, social service organizations, and places of worship, all at no cost to patients. By partnering with local nonprofits, healthcare providers, and community organizations through grantmaking and collaborative programs, QueensCare serves as a connector in the healthcare ecosystem, strengthening access to care and improving health outcomes across Los Angeles County. Our Mission As a faith-based organization, QueensCare provides, directly and in collaboration with others, accessible quality healthcare for low-income individuals and families residing in Los Angeles County. QueensCare is a 501 (c)(3) nonprofit organization originally founded by the Franciscan Sisters of Sacred Heart, whose mission of compassion and accessible healthcare continues today. QueensCare provides screening, treatment, education, and preventive and direct care to Los Angeles area residents in need. Beyond that, we also give charitable grants to other non-profits making a difference in the City of Angels and fund scholarships for those entering medical fields with an interest in working in underserved communities. About the role The Senior Program Officer (SPO) is a key contributor to QueensCare’s Charitable Division activities, including modernization of policies, processes, and evaluation frameworks, while strengthening alignment with QueensCare’s charitable purpose and community impact goals. They will drive cross-departmental collaboration, ensuring QueensCare’s grantmaking and direct service programs work seamlessly together to improve access to care and services for Los Angeles residents. Reporting to the Chief Strategy and Program Officer (CSPO), the SPO designs, implements, and evaluates a portfolio of grants and scholarships aligned with board approved strategy. The SPO will supervise the Program Officer (s), grant operations, support engagement with the Board and relevant Committees, and partner closely with the Program Officer and Associate Director, Community Partnerships to drive strategic impact through grants and QueensCare Health Alliance community health services. ESSENTIAL JOB DUTIES & RESPONSIBILITIES
Leadership and Oversight Provides direct supervision and leadership to the Charitable Division Team, mentoring and developing staff to support professional growth and high performance. In partnership with the CSPO and Program Officer, develops, executes, and evaluates grantmaking strategies to advance community health improvement in Los Angeles, including charitable grantmaking and scholarship programs. Modernizes grantmaking policies, procedures, and systems to ensure compliance, efficiency, and alignment with organizational priorities. Leads improvements to QueensCare’s grant management and evaluation systems, including strengthening data quality and effective reporting. Serves as a bridge between grantmaking and QueensCare Health Alliance services, strengthening grantee relationships and services to drive community impact. Maintains and develops relationships with current and prospective grant partners. Identifies, cultivates, and stewards strategic alliances with healthcare providers, community-based organizations, faith-based organizations, government agencies, and philanthropic institutions. Directly engages impacted communities around grantmaking strategy; builds internal capacity to execute community-informed grantmaking and health programming. Works closely with grantmaking and QueensCare Health Alliance teams to e nsure partnership opportunities are integrated across the organization (i.e., linking grantees with QueensCare’s direct care programs to amplify community impact) . Leads planning of grantee and community partner convenings. Represents QueensCare at philanthropic and healthcare, nonprofit, and community affinity groups, conferences, and other external venues. Governance & Stewardship Leads creation of Board and Committee packets for grant review and approval, including writeups, dashboards, and reports that support decision-making and compliance. Ensures completion of financial and other diligence for all grant partnerships. Supports Committee and Board engagement, including orientations, retreats, site visits, and other opportunities for learning and governance improvements. Policies and Organizational Alignment Supports and implements the organization’s mission, vision, and values across all services and partnerships. Develops, updates, and enforces policies and procedures to ensure effective service operations. Promotes a culture of service excellence, accountability, and continuous learning. Ensures staff are trained and supported to meet organizational and regulatory expectations. Expected to uphold organizational standards of professionalism, accountability, ethics, and integrity, while fostering a respectful and high-performing work environment. Responsibilities include providing ongoing coaching and performance feedback, addressing performance or conduct concerns in a timely manner, and utilizing progressive counseling, when appropriate, to support employee accountability and development. Bachelor’s degree in Public Policy, Public Health, Health Administration, Social Work, Psychology, or a related field required. Master’s degree preferred.EXPERIENCE
Minimum of seven (7) years of progressive leadership experience in grantmaking, nonprofit, or government services. At least three (3) years of direct management experience of philanthropic or nonprofit staff. Demonstrated ability to contribute to strategy development and execution across complex organizations and multiple teams. Proven experience managing teams and cultivating collaborative, trust-based cultures. Experience with facilitating conversations with impacted communities and direct community engagement on philanthropic strategy, or community organizing around shared goals. Familiarity with healthcare access, community health, and the needs of underserved populations. Proficiency with grants management systems (Salesforce preferred) and data-informed evaluation tools. Excellent writing, communication, and facilitation skills; confidence in presenting to Boards and diverse audiences.KNOWLEDGE
Deep understanding of grantmaking processes, impact measurement, and philanthropic compliance. Knowledge of both strategic and trust-based grantmaking. Knowledge of community health systems, education, and social services. Knowledge of interdisciplinary care models and/or collective impact models. Strong understanding of program evaluation and data-driven decision‑making.SKILLS
Strong leadership, mentorship and supervisory skills. Ability to manage multiple priorities effectively. Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders. Strategic thinking with strong operational execution. Strong organizational and analytical skills.
