Job Title: Nooksack Child Support Case Manager II

Department: Youth and Family Services

Reports To: Child Support Program Manager

Job Status: Regular Full Time

Type: Hourly

Grade: F

JOB SUMMARY:

This position is responsible for providing case management services for Nooksack Child Support clients in accordance with the policies and procedures established by the department and Tribe, Title 14 of the Nooksack Code of Laws (Domestic Relations) and all applicable federal regulations.

MAJOR TASKS AND RESPONSIBILITIES:

 

1. Provide case management for Nooksack families with child support issues in accordance with Tribal Codes, Family Services policies, State and Federal regulations.
2. Provide case management services to clients such as, but not limited to:
   1. preparing and filing all legal documentation necessary to establish, modify and enforce child support orders; 
   2. preparing and filing legal documentation to establish paternity; 
   3. locating persons or the assets of persons subject to an order establishing child support;
   4. presenting child support cases in the Nooksack Tribal Court; 
   5. referring the family for needed services outside of the Nooksack Child Support Program;
   6. documenting/reporting all case activity for case file and court purposes using Child Support Database.
3. Coordinate with Washington Division of Child Support (DCS) through regular communication with DCS Tribal Liaison. 
4. Maintain high ethical standards for himself/herself and maintain strict confidentiality.
5. Modify and update forms as necessary. 
6. Collaborates with the Nooksack ICW and TANF programs regarding Child Support obligations.
7. Attend court hearings as/when needed for informational purposes regarding Youth and Family and child support related cases.
8. Responsible for coordinating individual cases with caseworkers from other jurisdictions
9. Provide community outreach and education.
10. Monitor on-going developments involving child support issues related to the job.
11. Attend trainings and meetings at the direction of the Program Manager and Director.
12. Provide consultation and cross training to staff on case-specific issues/problems as needed.
13. Establish and maintain cooperative working relationships with other jurisdictions, agencies as required to effectively manage cases.
14. Adhere to all Tribal Personnel Policies, Tribal Standard Operating Procedures and Program Policies.

 

PREFERENCE:

• Indian Preference Policy applies to this and all positions with the Nooksack Indian Tribe.

MINIMUM QUALIFICATIONS

 

The following qualifications are required for the incumbent to have, in order to be considered for the position.

REQUIRED EDUCATION, EXPERIENCE AND TRAINING FOR POSITION: 

• AA degree in Human Services 

or 

• Minimum of four (4) years directly related experience.

REQUIRED SKILLS/KNOWLEDGE/ABILITIES POSITION:

• Knowledge of case management principles and practices; community resources; principles of individual and social development.
• Nooksack Code of Laws, Title 14, Domestic Relations Code, knowledge and experience.
• Ability to work cooperatively with groups and individuals
• Organize and prioritize workload
• Manage a large caseload in an efficient and effective manner
• Possess excellent oral and written skills. 
• Have the ability to present clear and concise information in a courtroom setting. 
• Have the ability to work under strict timelines.
• Be dependable, hardworking, punctual, and trustworthy, as may be demonstrated through positive employment history. 
• Must be competent in general math skills (add, subtract, multiply and divide in all units of measure, using who numbers, common fractions, decimals, computer rate, ratio and percentages) and common statistical data analysis .
• Must be culturally sensitive to a diverse customer population and able to interact tactfully and positively with Tribal members, all levels of Tribal staff and management.
• Demonstrated experience working with database systems. 
• Notary Public training
• DNA certification and training
• ACES/SEMS knowledge and training

REQUIRED CONDITIONS OF EMPLOYMENT:

 

• Must pass alcohol/drug test at time of hire and throughout employment.
• Must pass criminal background check at time of hire and periodically thereafter.

REQUIRED LICENSES OR CERTIFICATIONS: 

 

• Must have and maintain throughout employment a valid Washington State Driver’s License and meet the insurability requirements of the Tribe. (Must Provide Driving Abstract at time of hire).

PHYSICAL REQUIREMENTS ( The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.):

• Must be able to stand for long periods of time, lift up to 20lbs for boxes

DESIRED SKILLS/KNOWLEDGE/ABILITIES POSITION

 

The following qualifications are preferred/helpful for the incumbent who has these skills/knowledge or abilities for this position.

A Bachelor’s degree from an accredited community college, college or university in Business Administration, Public Administration, Accounting, Small Business Management with an emphasis in Human Services or equivalent 6 years’ experience in the field of Child Support Enforcement.
