DESCRIPTION
The Department of Medicine (DOM) is the largest department within the UC San Diego School of Medicine (SOM) and is responsible for fulfilling its teaching, research, and clinical missions. DOM employs approximately 500 salaried faculty, nearly 200 academic appointees, and more than 300 residents, fellows, and postdocs, supported by almost 1,000 staff members. Under the oversight of the Clinical Trials leadership and under the direction of the Division Chief/ Director of Research/ Clinical Trials and as member of the Cardiovascular Clinical Trials Unit (CCRU), the incumbent serves as the Clinical Research Budget & Finance Analyst supporting the Cardiovascular Clinical Research Unit under the Division of Cardiology. In this role, the incumbent is responsible for oversight and management of the unit's financial operations, with a primary focus on planning, monitoring, and optimizing the unit-wide budget, including clinical trials and other fund sources. The incumbent oversees financial activities associated with divisional portfolios, including all Clinical Trials Administration (OCTA) and Office of Contracts and Grants (OCGA) initiated clinical trials with private, for-profit firms, and other federal, state, or regional agencies. Responsibilities include managing, planning, implementation, and tracking of fiscal and operational processes for the unit. The incumbent oversees the contract execution processes, invoicing structures, fiscal management, expenditure approval, cost transfers, reporting, and analysis. Will participate in budget negotiations, developing written agreements/ contracts, and monitoring implementation process. Will provide fiscal advice, assistance and guidance to faculty and divisional support staff and ensure compliance with UCSD and local and federal governmental rules, regulations and policies. Develops strategies for deployment and allocation of resources, fiscal coordination, management of budgets, and oversight of each of these tasks to ensure goals and objectives are met in a timely manner; ensures expenditures are in line with financial strategies in collaboration with the Principal Investigators (PIs) and unit/ site directors and fiscal managers/ coordinators. Will be responsible for performing in several operational and financial applications which are vital to the operation of the division. Performs payroll source funding solutions for faculty and staff, will lead and work in cooperation with the Contract and Grant Officers, Sponsored Project and Business Office Fiscal Managers, General Accounting and other central personnel team members as needed.MINIMUM QUALIFICATIONS
Seven years of related experience, education/training, OR a Bachelor's degree in related area plus three years of related experience/training. Thorough knowledge of finance policies, practices, and systems. Thorough knowledge of industry clinical trials contracts and federal grants, budgeting and reporting techniques. Ability to independently gather required information to organize, and perform financial analysis assignments. Demonstrated ability to effectively and efficiently manage, with limited direction and oversight, the daily operations of a large, complex Clinical Research Center comprised of specialized funding sources responsible for numerous organizational missions. Proven ability to effectively present information verbally and in writing in a clear and concise manner. Demonstrated ability to clearly and concisely convey technical information, both written and verbal, to a broad audience. Experienced with Microsoft Word, PowerPoint, and Outlook. Experienced in documenting results of reporting procedures, requirements, and reports, in a highly organized fashion both with internal collaborators and external stakeholders with minimal review and oversight. Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Excellent mathematical skills. Excellent computer skills and working experience with computer software programs such as MS Office. Experience with Financial Summary Report (FSR) creation clinical trials projects (industry or federal funds). Experience with different institutional financial reporting system including the faculty and researcher dashboard. Experience with DOPE report creations. Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi-task in a high volume environment. Ability to interact effectively and tactfully with individuals and groups at varying levels of authority. Thorough experience in academics or industry setting negotiating subjects of legal, analytics, audit, and/or financial significance. Ability to adapt to changing priorities. Ability to multi-task. Ability to function effectively under pressure and cope with a variety of personalities with limited oversight and supervision. Experience under direction with crisis situations and proven ability to facilitate and resolve interpersonal conflicts. Ability to function as a member of a team. Ability to build relationships and mentor junior staff. Acts as a positive and contributing team player with strong professional commitment. Ability to create and maintain a climate of collaboration and trust. Thorough knowledge and understanding of internal control practices and their impact on protecting University resources. Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Maintains current knowledge of compliance regulations in all areas of research administration. Knowledge of clinical trials concepts. Knowledge of clinical trials budget preparation. Strong demonstrated experience in leading planning meetings, decision-making and contributing important original ideas pertaining to the development of research funding proposals and research grants. Demonstrated knowledge of clinical trial agreements (CTAs), including the ability to review payment terms, invoicing schedules, milestone requirements, and sponsor obligations to ensure compliance with contractual timelines. Experience coordinating with sponsors, contract teams, and financial staff to track study activities, reconcile payments, and ensure timely and accurate invoicing for clinical research services rendered.PREFERRED QUALIFICATIONS
Experience with Oracle Financial Cloud, Oracle invoicing, SPARCM, Kuali and/or UCPath. Knowledge of University policies and procedures relating to contract and grants, and accounting.SPECIAL CONDITIONS
