The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will be supervised by DOHMH.
Program Description:
The Center for Population Health Data Science (CPHDS)- launched in October of 2023- aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health, healthcare, and social service for timely and effective public action. We are working towards making these data more accessible, timely, equitable, meaningfully usable, and protected – and actively used to protect and promote the health and well-being of New Yorkers. We aim to strengthen agency-wide data capabilities by empowering our workforce, enhancing intra- and inter-agency data sharing, and using modern technology to yield trusted and integrated data and insights. A real-time and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers. This position will be based at the Health Department’s office in Long Island City, NY, with the possibility of hybrid work.
Responsibilities:The Emergency Preparedness Manager will support and coordinate the Center for Population Health Data Science’s (CPHDS) emergency preparedness activities to enable comprehensive and efficient responses. This includes determining how CPHDS can strengthen preparedness and response throughout its programs and being able to pivot and scale routine public health activities into response functions during emergencies. The Emergency Preparedness Manager will also assist with setting priorities and developing a strategy and implementation plan to strengthen CPHDS’ emergency response infrastructure and response ready plans.
The Emergency Preparedness Manager will be critical for the development of CPHDS preparedness plans, protocols, and procedures, as well as aligning with Agency emergency response priorities and emergency response needs. This position will work closely with CPHDS leadership, as well as other senior staff, to facilitate a clear understanding of capabilities and needs, as well as ensure the support of senior leadership to support resource allocation. The Emergency Preparedness Manager will also liaise with the Office of Emergency Preparedness and Response (OEPR) to facilitate understanding of CPHDS day-to-day and response activities, as well as strengths and needs to better support priorities during both the preparedness and response phases of emergencies.
Duties:
- Develop and/or update plans, protocols, and procedures, and trainings for how the Center for Population Health Data Scient (CPHDS) will support emergency response functions.
- Enhance processes and systems to bolster staffing depth and create sustainable staffing models to support emergency response.
- Identify and resolve gaps and implement improvements, as identified in evaluation of emergency responses.
- Develop and/or identify training material relevant to CPHDS emergency preparedness priorities.
- Assess impacts on CPHDS programs and services when additional functions are taken on during an emergency and/or absorbed after an emergency.
- Serve as project manager for identified CPHDS emergency preparedness and response priorities including Response Ready priorities.
- Work with OEPR, and Integrated Data Team (IDT) Coordinators, and CPHDS continuity of operations (COOP) Coordinator to ensure alignment across Incident Command System (ICS) and COOP functions and activities.
- Participate in emergency response group meetings and activities, including planning, training, exercises, and evaluation.
- Assist with the development, documentation, and dissemination of Division-specific plans and procedures for the continuation or alternate delivery of essential services, as defined in the Essential Services Glossary (ESG), during emergencies.
- Assist Divisions with general emergency response tier reassignments.
- Participate in divisional communication (e.g., Call Trees) training and drills.
- During a response, support and/or coordinate response activities for essential service operations; assist with the implementation of Agency and Divisional COOP Plans and procedures
To be considered for this position, candidates must meet one of the following:
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental, or social science, and one year of full-time experience in a responsible supervisory, administrative, or research capacity in the relevant field; or
- A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental, or social science, and three years of responsible full-time research experience in the relevant field; or
- A satisfactory equivalent combination of education and experience as described in “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience as described in “2” above.

- Experience in synthesizing information and presenting summaries and recommendations succinctly.
- Ability to work both independently and with a team.
- Desire to grow professionally and develop new skills.
- Familiarity with and ability to comfortably navigate Microsoft Outlook, Word, Excel, PowerPoint, SharePoint, and Teams.

Additional Information:
- This is a temporary grant-funded position ending November 2027.
- Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
- This individual will be required to reside in the Tri-State Area (New York, New Jersey, and/or Connecticut)
- This individual will be expected to work non-business hours during emergencies.
