Spry Methods is seeking a Technical Program Manager to provide leadership and technical oversight for personnel supporting cyber intelligence analysis, operational enablement, and related mission activities. The Technical Lead will assign work, supervise technical efforts, manage team performance, and ensure the quality and efficiency of contract performance. This position will support intelligence collection, all-source cyber analysis, analytical production, knowledge management, technology integration, external engagement, and cyber operations. The Technical Lead will also support applicable financial and business processes while avoiding inherently governmental functions. Occasional CONUS and OCONUS travel is required

What Your Day-To-Day Looks Like (Position Responsibilities):

• Provide leadership and technical guidance to personnel supporting mission activities.

• Assign tasks, supervise ongoing technical efforts, and manage overall team performance.

• Ensure analytical products and technical deliverables are accurate, complete, objective, timely, and compliant with quality standards.

• Oversee all-source cyber analysis supporting law enforcement, counterintelligence investigations, and cyber operations.

• Guide the development of intelligence requirements and methodologies for collecting, analyzing, managing, and presenting intelligence.

• Support the production and quality review of serialized intelligence products, operational cyber threat products, Intelligence Information Reports, cyber intelligence reports, operational lead reports, and related analytical products.

• Coordinate intelligence analysis and operational planning with Government personnel, intelligence analysts, and mission partners.

• Support intelligence collection and analysis using multiple intelligence disciplines, including HUMINT and SIGINT methodologies.

• Lead technical exchanges, working groups, liaison activities, and information-sharing efforts with mission partners.

• Manage technical project scope, schedules, resources, costs, risks, and performance.

• Support requirements and capability assessments, production metrics, executive briefings, and actionable recommendations.

• Coordinate rapid technical and analytical support for emerging cyber mission requirements.

• Assist with applicable financial and business processes without performing inherently governmental functions.

• Travel occasionally to CONUS and OCONUS locations.

What You Need to Succeed (Minimum Requirements):

• TS/SCI clearance eligibility.

• Minimum of seven years of experience within the last ten years leading technical efforts or supervising teams supporting intelligence analysis requirements.

• Minimum of seven years of experience within the last ten years supporting the Intelligence Community or related Government, industry, or academic organizations in intelligence collection, policy, systems, and capabilities.

• Minimum of seven years of experience within the last ten years applying intelligence analysis principles, concepts, and methodologies, including HUMINT and SIGINT methods.

• Minimum of five years of experience within the last ten years developing requirements and methodologies to collect, analyze, manage, and present intelligence in support of cyber investigations and operations.

• Minimum of five years of experience within the last ten years producing analytical reports, including Intelligence Information Reports, serialized intelligence products, and operational cyber threat products.

• Minimum of five years of experience within the last ten years managing project scope, cost, resources, risk, and schedule.

Ideally, You Also Have (Preferred Qualifications):

• Experience supporting DoW law enforcement, counterintelligence, or cyber operations.

• Experience leading multidisciplinary intelligence and technical teams.

• Experience reviewing serialized intelligence and all-source cyber products for quality and compliance.

• Experience coordinating with Intelligence Community, law enforcement, counterintelligence, and interagency mission partners.

• Familiarity with cyber threat intelligence, intelligence collection management, technical capability assessments, and operational planning.

Final compensation will be based on experience, qualifications, certifications, clearance level, and contract requirements. This position is contingent upon contract award.
