Roadway Programs Manager 1

JOB SUMMARY

Roadway Programs Manager 1 – responsible for providing guidance and technical leadership for pavement maintenance and preservation across Pennsylvania, supporting quality standards, planning, analysis, and coordination with districts and counties.

RESPONSIBILITIES

Technical Guidance : Provide direction on pavement preservation methods, treatments, and program development. Policy Development : Create and update maintenance policies, procedures, and technical manuals. Program Planning : Forecast needs, support long‑range planning, and maintain statewide pavement data. Coordination : Work with districts, counties, and agencies on pavement assessments and program goals. Research Support : Review practices, analyze data, and contribute to studies that improve pavement strategies. Stakeholder Liaison : Represent the department on committees and respond to technical inquiries.

WORK SCHEDULE AND ADDITIONAL INFORMATION

Full‑time employment. Work hours: 8:00 AM – 4:00 PM, Monday‑Friday, with a 30‑minute lunch. May be eligible for alternate work schedule (AWS). Telework: Part‑time telework opportunity may be available, subject to secure connectivity and Pennsylvania residence. Compensation: Starting salary may be non‑negotiable in some cases.

QUALIFICATIONS

Two years as a Roadway Programs Technician Supervisor or Specialist, or one year as a Roadway Programs Coordinator (or equivalent). Two years of professional experience in the analysis, development, and implementation of roadway maintenance management methods, plus a bachelor’s degree in business administration, computer science, mathematics, statistics, or a related civil engineering discipline. Any equivalent combination of experience and training.

OTHER REQUIREMENTS

Must meet Pennsylvania residency requirement. Must be able to perform essential job functions.
