SUMMARY OF POSITION
The City Engineer / Director of Public Works & Engineering is responsible for the planning, coordination, engineering review, and oversight of the City’s engineering, public works related functions including but not limited to streets, drainage, special projects, and Capital Improvement Plans. The Director ensures that public infrastructure projects are properly planned, designed, reviewed, constructed, inspected, and managed; supervises assigned Public Works and Engineering personnel; and provides professional engineering advice to City management and Council.ORGANIZATIONAL RELATIONSHIPS
Reports to: City Manager or Assistant City Manager, as assigned. Directs: Streets Superintendent, Special Projects Superintendent, engineering staff, project management personnel, public works personnel, and other assigned personnel. Other: Coordinates with the Director of Utilities, Development Services Director, city departments, developers, engineers, contractors, regulatory agencies, TxDOT, railroads, other governmental entities, and the public.ESSENTIAL DUTIES
In coordination with other City executive team members, serves as subject matter expert on issues associated with municipal engineering, public works operations, streets, drainage, development-related public infrastructure, capital improvement planning, project delivery, and construction management. Provides information and requested advice to City Manager and Council through written briefs, correspondence, formal presentations, resolutions, ordinances, policies and procedures, and participates in development and implementation of the City’s Strategic, Comprehensive, and Capital Improvement Plans. Plans, directs, coordinates, and reviews work plans for engineering, sanitation, streets, drainage, public works, special projects, and the Capital Improvement Plan; assigns work activities and projects; reviews and evaluates work products, methods, and procedures; and meets with staff to identify and resolve problems. Manages the City’s Capital Improvement Program, including project scoping, design coordination, budgeting, scheduling, bidding, construction management, inspection, pay requests, change orders, closeout, and reporting; coordinates utility‑related capital projects with the Director of Utilities. Designs, reviews, and/or manages capital improvement projects for public infrastructure, including streets, drainage, facilities, public works infrastructure, and other municipal infrastructure projects. Reviews and comments on engineering construction plans, studies, drainage reports, plats, development proposals, and infrastructure extensions to assure compliance with City ordinances, standards, specifications, sound engineering practices, and capacity considerations. Administers the selection process of consultants and contractors, including advertising, reviewing bids and qualifications, negotiating agreements, monitoring contracts, reviewing pay requests and change orders, and evaluating consultant and contractor performance. Manages and coordinates master planning for streets, drainage, transportation, facilities, and other public infrastructure systems; coordinates utility infrastructure planning with the Director of Utilities to ensure the City’s infrastructure is adequate for current and future needs. Oversees daily street repair, street sweeping, maintenance of City signage, right‑of‑way clearing, brush trimming, drainage maintenance, and other assigned Public Works operations through the Streets Superintendent. Oversees special projects, project management support, and cross‑departmental infrastructure initiatives through the Special Projects Superintendent. Supervises, trains, assigns work to, evaluates, and makes hiring and dismissal recommendations for assigned employees, ensuring that proper policies and procedures are followed, that work and safety standards are maintained, and that work schedules are met. Develops and manages departmental budgets and capital improvement plans; participates in the forecast of funds needed for staffing, equipment, materials, supplies, professional services, and construction; monitors and approves expenditures; implements adjustments; and manages the procurement process for assigned functions. Establishes departmental policies, priorities, procedures, engineering standards, construction standards, project management practices, and safety protocols. Interacts and responds to public requests for service, concerns, and comments related to streets, drainage, public infrastructure, development, and capital projects by developing responses in coordination with other City departments, the City Manager, and Council. Coordinates activities with TxDOT, railroads, Grimes County officials, state and federal agencies, developers, design professionals, contractors, and community stakeholders. Conducts site visits, inspections, field investigations, construction observations, and project evaluations as needed. Attends City Council, board, commission, developer, neighborhood, and public meetings as needed to provide technical advice and present project information.REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of professional civil engineering, municipal engineering, public works operations, construction management, and Capital Improvement Program delivery. Knowledge of street construction and maintenance, drainage systems, right‑of‑way maintenance, land development, surveying concepts, project management, construction inspection, and public infrastructure design. Knowledge of applicable federal, state, and local laws, ordinances, codes, standards, and specifications governing public infrastructure, development, construction, procurement, and municipal operations. Understanding of municipal budgeting, procurement, contract administration, consultant selection, and construction project financial controls. Ability to interpret engineering plans, maps, specifications, drainage studies, development proposals, construction documents, and field conditions. Ability to manage large capital projects throughout the project lifecycle, including scope development, schedule management, budget monitoring, critical path awareness, submittal review, construction administration, and closeout. Ability to supervise employees, manage consultants and contractors, coordinate with multiple departments, communicate with elected officials and the public, and maintain collaborative working relationships. Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Ability to communicate clearly and concisely, both orally and in writing.QUALIFICATIONS
Required: Bachelor’s degree in Civil Engineering or a related engineering field. Master’s degree preferred in Engineering, Public Administration, Construction Management, or a related field. At least seven (7) years of progressively responsible experience in municipal engineering, public works, civil engineering, infrastructure planning, construction management, or Capital Improvement Program management, including at least four (4) years in a supervisory or management role. Any combination of certification, education, and experience deemed acceptable by and in the sole discretion of the City Manager.REQUIRED LICENSES OR CERTIFICATIONS
Valid Texas driver’s license. Licensed Professional Engineer (P.E.) in the State of Texas, or ability to obtain Texas licensure by reciprocity within six (6) months of employment.JOB PHYSICAL, MENTAL AND/OR EMOTIONAL REQUIREMENTS
