Grants Team Fiscal AnalystOpen Until Filled GENERAL DESCRIPTION: The grants team fiscal analyst reconciles, analyzes, and maintains fiscal oversight in the electronic Grants Management System (eGMS) for the Wyoming Department of Education's state and federal grant monies totaling in excess of $100M annually. Run batch payment process and rectify any errors in allocation sourcesExamine total outstanding award balancesMonitor, certify, and load all awards and reallocations into eGMSProblem solve to obtain and recommend solutions to reconciling the eGMS to the state Budget Management System (BMS)Maintain data and provide custom reports to program managers, division directors, and section chiefsProvide accurate and timely customer service to all eGMS clientsIdentify, process, and track overpayments and refunds as they occurSet-up funding streams, fiscal parameters, and Grant Award Notification (GAN) details for all programs in eGMSProvide expenditure data and maintain data and analysis for any auditors from the state, independent accountants, or federal program reviewersCalculate IDC and identify and troubleshoot any potential overspendingProvide updated expenditure data on an as-needed basis for program managers, division directors, and section chiefsCalculate expenditure projections for planning purposes with program managers and provide fiscal guidance as neededCollaborate with and support the eGMS program manager to maintain eGMS architecture, functional design, and optimization to streamline processes and ensure integrity of federal and state funding applicationsAssist in all aspects of online grant application package development including formula and competitive grants and application supplementsServe as an eGMS point of contact, including adding and deleting eGMS users and managing/verifying SAM UEI registrationCollaborate with and support the ESSA team program managers as projects arise, both short-term and ongoing. Tasks to include, but not limited to cross-training, program monitoring, and additional program support as neededOther duties as assignedQualificationsPREFERENCES: Preference will be given to a candidate with a Bachelor's degree, preferably in financing or accounting.KNOWLEDGE: Critical thinking and collaborative decision making skills Ability to analyze information and interpret the analysis for diverse audiences Excellent written and oral communication skills Skills in building interpersonal relationships and providing technical assistance Collaboration skills and the ability to help diverse groups work together toward a common goal Understanding of state and federal fiscal practices and requirements Working knowledge of applicable state and federal laws, policies, procedures, guidance, and processes. Technology skills, e.g. computer usage, word processing, GUI application development, database and related software Knowledge of grants management and reimbursement processes for formula and competitive grants Budget setup including payment sources, payment parameters, and GAN details Knowledge of payment processing through eGMS or related platforms, special payments, refunds, and excess funds. Knowledge of how to release and reallocate unused fundsMINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Finance) Experience: 1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Budget Specialist II OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Budget Specialist II Certificates, Licenses, Registrations: NoneNecessary Special RequirementsPHYSICAL WORKING CONDITIONS: Typical office environment.NOTES: FLSA: Exempt Successful applicants must reside in Wyoming or maintain a primary residence within a 100-mile radius of Cheyenne for the duration of their employment with the Wyoming Department of Education This position offers full-time telework, with occasional required in-office attendance Applicants may be asked to provide transcripts of any relevant coursework at the time of the interview or hire Some travel is required A background check, including the taking of fingerprints, will be completed through the Wyoming Department of Criminal Investigation
