Under the direction of the Dean, Noncredit and Adult Education, the Program and Outreach Specialist administers and develops special programs within the Noncredit Division and serves as a liaison between the Noncredit department and local academic and professional communities to attract, retain, and encourage members of underserved communities to further their education.
WORK SCHEDULE : Monday and Wednesday: 11:00 a.m. - 7:30 p.m.

- Participates in the development and implementation of on- and off-campus outreach and registration efforts and events.
- Develops and maintains summer programs, maintains regular contact with academic and community partners and attends and develops orientations, and trainings.
- Enters, accesses, checks, and maintains program data to generate, analyze, and submits reports required by programs to meet federal and state requirements.
- Collaborates with the Noncredit Administration to develop and produce social media, marketing, and recruitment materials for all Noncredit programs and disseminates materials to appropriate audiences in a timely manner.
- Plans and implements special programs within the Noncredit Division. Prepares annual status, programmatic and financial reports; oversees and monitors the budgets of special programs.
- Develops and maintains ongoing working relationships with appropriate administrators, program directors, faculty and counselors at PCC and local school districts.
- Assists in the development and coordination of student programming.
- Coordinates activities with departments and individuals at PCC who assist in recruitment and outreach efforts.
- Participates in formative and summative evaluations of Noncredit programs and events with internal and external partners.
- Supervises, trains, and assists hourly staff.
- Performs related duties as assigned.
- Bachelor's degree in any field.
- Two (2) years of experience in an educational setting, delivering academic services (e.g., counseling or teaching) to improve academic, study, test-taking, or other related skills for students.
- Possession of a valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy.
- Master's degree in any field.
KNOWLEDGE OF:
- Basic proficiency in tracking participation, outcomes, and engagement metrics to evaluate the effectiveness of outreach and program strategies.
- Demonstrated experience working with communities who have been traditionally underserved by higher education and experience with pedagogies reflecting intersections of race, ethnicity, culture, class, and queer identities.
- Strong time management, task coordination, and follow-through across multiple initiatives simultaneously.
- Effective communication and public speaking abilities to deliver presentations, lead workshops, and speak confidently about the value of noncredit education and lifelong learning opportunities.
- Proven ability to develop and execute outreach strategies that increase enrollment and promote persistence in noncredit programs.
- Skill in designing, launching, and refining noncredit programs that are responsive to the needs of adult learners, local labor markets, and community goals.
- Strong ability to build relationships with underserved and historically marginalized communities, including immigrant, low-income, and adult learners.
- Capacity to act as a bridge between the Noncredit Division and local employers, K-12 districts, CBOs, workforce boards, libraries, and other institutions to align programs and outreach efforts.
PHYSICAL ABILITIES:
- Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone.
- This is primarily a sedentary office classification, however; standing and walking between work areas may be required.
- Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, or calculator and to operate standard office equipment.
- Positions in this classification may occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.
- Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
- Employees will work in an office environment with moderate noise levels, controlled temperature conditions.
- Employees will also be required to drive district vehicles, work near moving mechanical parts or in outside weather conditions and is occasionally exposed to wet and/or humid conditions, vermin, insects, parasites, fumes, and toxic or caustic chemicals.
