Job DescriptionTurner & Townsend is seeking a talented Cost Manager/Quantity Surveyor to join our growing San Francisco team and support the delivery of cost management services across a diverse portfolio of construction projects. Working closely with clients, project teams, contractors, and key stakeholders, you will help manage project budgets, commercial risks, and cost controls throughout the project lifecycle.The ideal candidate will bring strong cost management and quantity surveying experience, excellent communication skills, and the ability to thrive in a fast-paced, client-facing environment. This role offers the opportunity to support major capital projects across multiple sectors while contributing to Turner & Townsend's continued growth and success.Responsibilities:Advise clients on procurement strategies, manage vendor prequalification processes, assess proposals, bids, and bid leveling documents, make recommendations, lead bid interviews, and manage vendor appointments.Manage estimating services throughout the project lifecycle, including developing project estimates, reviewing estimates prepared by team members, presenting estimates, value engineering recommendations, and risk assessments to clients, meeting with vendors to review and validate costs, and utilizing benchmarking data from comparable projects.Manage cost reporting by establishing reporting schedules, reviewing and presenting cost reports and forecasts, reviewing project budgets and spend forecasts with clients, maintaining commercial risk registers, and leading periodic meetings with project teams and vendors.Manage cost control processes by reviewing payment application assessments, coordinating with project managers regarding contractor entitlements, evaluating change order requests, and supporting the resolution of payment, change, and contractual issues.Manage and monitor the invoicing process.Benchmark project performance against comparable commissions and industry standards.Manage all aspects of final account negotiations, post-contract audits, and project closeout activities.Conduct post-contract reviews, document lessons learned, and support the development of best practices.Develop project handover procedures and support successful project transitions.Perform the above duties utilizing Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software.SOX control responsibilities may be part of this role and are to be adhered to where applicable.QualificationsBachelor’s degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or a related construction field.Minimum 5-7 years of relevant experience in a cost management role within the construction industry.RICS accredited or working toward accreditation preferred.Experience leading cost management on medium to large construction projects of moderate to high complexity.Construction consultancy experience is strongly preferred.Strong understanding of construction industry technical matters, including procurement routes, value management, and value engineering.Excellent communication and stakeholder management skills.Ability to thrive in a client-facing environment while managing multiple priorities and project stakeholders.Additional Information*On-site presence and requirements may change depending on our client's needs.The base salary range for this role is $120,000-$135,000 USD. This range reflects the company's good faith estimate of the base salary for this position at the time of the posting. Final compensation will be determined based on factors including experience, skills, qualifications, and internal equity.
