AgencyDept of State TreasurerDivisionFinancial Operations DivisionJob Classification TitleBudget Analyst I (NS)Position Number60009274GradeNC14About UsOur mission is to preserve, protect and sustain the state’s pension and healthcare plans, generate investment returns in excess of comparable public pensions, properly account for and report on all funds that are deposited, invested, and disbursed through the North Carolina Department of State Treasurer, assure the financially sound issuance of debt for state and local governments, maintain the state’s “AAA” bond rating, and provide exemplary service across all divisions of the Department.Description of WorkThis position reports to the Statewide Accounting Manager and provides leadership, oversight, and support in the execution of the budget to agency head and/or division management, including:• Examines budgets and expenditures for compliance with applicable state budget rules, legislative intent, and federal and state laws.• Provides consultation, technical assistance, and coordination in the preparation and execution of the continuation, operating, and expansion budgets which may utilize multiple funding sources.• Completes or evaluates methodologies used in the preparation of budget or program spending forecasts and provides technical assistance to improve the accuracy of projections.• Evaluates program, policy, and rule changes to determine their fiscal and program impact and to assure compliance with federal and state requirements.• Coordinates, evaluates, and/or prepares legislatively required reports to ensure that they meet requirements.• Identifies risks and adverse issues generated in budget and program activities, presents appropriate issues, and recommends solutions to management.• Professional technical knowledge and analytical skills are utilized to assure that agency program goals and outcomes are effectively supported.• Executes and supports related accounting functions. Duties in this position are considered essential to operations for the Department of State Treasurer. This may require mandatory, on site work during adverse or crisis situations. Essential duties are a condition of continued employment. This position is considered an essential position within FOD of the Department of State Treasurer, including but not limited to the following business processes: Debt Issuance, principal and interest payments, fee payments, Debt Draws from OSBM or OSC.The Financial Operations Division of the NC Department of State Treasurer is responsible for the efficient and prudent management of state held assets. The Division is comprised of four areas: Procurement and Contracting, Banking Operations, Bank Reconciliation Unit, and Accounting. Procurement & Contracting is the centralized function within DST that ensures compliance and consistency in purchasing and contracting. Banking Operations serves as the banking hub for all State departments, agencies, institutions, and universities. The Bank Reconciliation Unit is responsible for reconciling all of the State Treasurer’s bank accounts as well as reconciling budget code balances between the Office of State Controller and DST. Accounting manages the accounting and financial reporting for all funds that are deposited, invested and disbursed through the Department of State Treasurer including the $150 billion investment pool and banking programs.The Statewide Accounting Unit is responsible for Unclaimed PropertyAccounting, Debt Accounting, Budget, and State Health Plan Accounting and compliance with the EAGLE internal control program. The Pension and Investment Accounting Manager handles the accounting functions for the State Treasurer’s Banking and Investments programs, Retirement Trust funds, and the Supplemental Retirement Plans.The Budget Analyst I reports to the Statewide Accounting Manager and provides leadership, oversight, and support in the execution of the budget to agency head and/or division management.Knowledge Skills and Abilities/Management Preferences*The anticipated hiring rate for this position is up to $ 68,536 .00, based on available funding and internal equity considerations. *Description of WorkExamines budgets and expenditures for compliance with applicable state budget rules, legislative intent, and federal and state laws.Provides consultation, technical assistance, and coordination in the preparation and execution of the continuation, operating, and expansion budgets which may utilize multiple funding sources.
