FACILITY OPERATIONS SPECIALIST

Summary Facilities Operations Specialist in the Logistics and Supply Department of NAVOBSERV. Oversees building, facility, and system security, safety, and maintenance, and supports space allocation and program planning. Responsibilities Serve as Building Manager, overseeing safety, physical security, contracts, and administrative functions. Prioritize maintenance, repair, energy, utility, and construction projects of varying size. Provide technical input into special projects and contract packages for acquisition of services and equipment. Provide facility/building system information to support space allocation, relocation, and modification decision‑making. Oversee building and site systems maintenance, including low‑voltage electrical distribution, high‑voltage utility distribution, HVAC, HVAC controls, plumbing, fire alarm, fire suppression, building envelope, emergency backup power, custodial services, roads, and grounds. Requirements U.S. Citizen. Determine suitable for federal employment and pass E‑Verify and background checks. Participate in direct‑deposit pay program. Obtain and maintain required security clearance; MSP/PPP applicants must hold required clearance. Successfully complete pre‑employment drug test. Qualifications At least one year of specialized experience at or equivalent to GS‑9 or the federal pay band, or equivalent private or public sector experience. Experience supporting short‑ and long‑term facilities planning: space modifications, space allocation, mission relocation, project planning, facilities improvements, and property modifications. Experience with development and prioritization of maintenance, repair, energy, utility, and construction projects. Experience with the Regional Base Operations Support contract. Experience providing technical input into special projects and contract packages. Experience providing facility/building system information to support space allocation and modification. Experience managing and coordinating construction, maintenance, repair, energy, and utility projects for buildings and adjacent real estate. Experience coordinating engineering studies and designs; scheduling; technical oversight of vendors and contractors; quality control; tracking project budgets; executing final closeout and turnover to end user. Education In lieu of specialized experience, qualification may be met with a Ph.D. or equivalent doctoral degree, or three or more years of progressive graduate education leading to such a degree, or an LL.M. if related, or a combination of education and experience equating to one year of experience.
