The primary purpose of this position: To serve as a senior future operations planner and advisor for both NORAD and USNORTHCOM, the incumbent plays a critical role in developing deliberate and contingency planning supporting crisis action planning teams during major exercises and real-world contingencies. Responsibilities Serves as a strategic-level planner and advisor for North American Aerospace Defense Command (NORAD) and U.S. Northern Command (USNORTHCOM), leading the development, synchronization, and integration of all domain, globally integrated operations within a 96-hour to 18 months timeframe. Serves as a tactical-level planning specialist, leading time-critical operational planning and coordination for N/NC. Serves as a senior Joint Staff Officer and principal author of high-level staff correspondence, strategic guidance, and operational directives for N/NC leadership, ensuring the accurate, timely, and policy-compliant communication of command priorities across all levels of the organization. This position is subject to uncommon tours of duty and/or shift work. May routinely be required to work holidays, weekends, and non-standard hours to support military operations. The employee is required to work other than normal duty hours, which may include nights, evenings, weekends and/or holidays and is subject to short- or no-notice recall to duty for emergency situations or exercises. Work may require operating out of an alternate location(s) for an extended period(s) of time. A Top Secret/Special Sensitive clearance is required for this position. The employee is required to possess and maintain a Top Secret/Special Sensitive as a condition of employment. Per AFGM2017-36-04, dated 4 Oct 17, the investigative requirement CANNOT be waived for special sensitive positions. This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Incumbent is subject to random testing for drug use. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) when required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a KEY position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. In the event of a crisis situation, the incumbent must continue to perform the duties until relieved by proper authority. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national security emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of a key position and requires that the incumbent be removed from any military recall status. Based upon a written request from NORAD and USNORTHCOM, the Reserve personnel centers will move selectees/incumbents from the Ready Reserves to the Standby or Retired Reserves , or discharge them under 10USC 271 (b). YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME). ME personnel perform a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency or during hazardous weather conditions to keep critical operations functioning. These personnel are required to report for duty at normal times when the base is closed or if delayed reporting is directed and remain on duty during phased or early release. Required to perform Battle Roster functions during Exercises, Real-World events, or on an as needed basis to support mission requirements. Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These functions require additional duty hours and/or a physical/medical assessment to deploy to alternate duty locations (non-combat) or in-place. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of joint military doctrine, law, and interagency operational policies, including U.S., Canadian, and allied frameworks, to develop, synchronize, and integrate all-domain future operations plans to support N/NC missions; Expert skill in applying advanced strategic and tactical planning concepts, principles, and methodologies across land, air, maritime, space, and cyber domains to formulate, refine, and implement operational recommendations for both crisis action and deliberate planning, often in the absence of precedent. Advanced knowledge of qualitative and quantitative analytical methods to assess, improve, and validate headquarters level plans, operations, and programs, including the ability to synthesize ambiguous or incomplete data and develop innovative solutions with national and bi-national security implications. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military law, doctrine, joint policies, and interagency operations, including the organizational structures of the Department of War, U.S. military services, allied and partner nations, and interagency organizations. Knowledge of military strategic and tactical concepts, principles, processes within all domains, including land, air, maritime, space, and cyber. Knowledge of qualitative and quantitative methods to assess and improve Combatant Command headquarters-level plans, operations, and programs. Knowledge of the Military Decision-Making Process (MDMP) and its application to Combatant Command-level activities, processes, and tasks. Knowledge of digital systems and tools used in command and operations centers, including secure communication platforms and systems operating at the Top Secret/Sensitive Compartmented Information (TS/SCI) level; Knowledge of effective communication techniques, including oral presentations and written correspondence, to convey complex information to diverse audiences. Knowledge of professional writing standards for developing documents such as formal letters, memorandums, position papers, reports, and briefings; Knowledge of safety and security regulations, practices, and procedures applicable to operational and administrative activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
