Data Governance & Public Health Lead

Lead the Information Inventory System, data-governance framework, public-health requirements and dataset-intake standards for the Rural Health Data Atlas. This role bridges health-program context, business analysis and formal data governance so that datasets and indicators are understandable, trusted, publishable and sustainable.
Key Responsibilities
- Facilitate stakeholder discovery with SD DOH, data owners, stewards, program SMEs and representative users.
- Lead the Information Inventory System covering sources, owners/stewards, formats, classifications, refresh, metadata, quality and onboarding priority.
- Define governance roles, decision rights, stewardship and issue-escalation processes.
- Establish metadata, business definitions, lineage, data-quality, classification, naming, intake, publication, retention and lifecycle standards.
- Define small-cell suppression/disclosure rules with security/statistical SMEs.
- Translate rural-health/public-health objectives into indicators, use cases, requirements and acceptance criteria.
- Validate source definitions, calculation rules, geography and publication readiness.
- Support data onboarding, UAT, training and State administrator knowledge transfer.
- Develop governance metrics and long-term State self-sufficiency recommendations.
- Coordinate IBM governance advisory review while retaining My3Tech ownership of deliverables.
Required Qualifications
- 7+ years working with healthcare, public health, Medicaid, health analytics or government data programs.
- Demonstrated data-governance experience covering ownership/stewardship, metadata, lineage, quality, classification and dataset intake/publication.
- Strong stakeholder facilitation and business-analysis skills.
- Ability to translate program concepts and data definitions into actionable technical requirements and governance artifacts.
- Experience with restricted/sensitive data and public-data publication controls.
- Strong written communication and ability to produce inventories, RACI/workflows, standards and operating procedures.
- U.S.-based and willing to support South Dakota stakeholder sessions onsite as needed.
Preferred Qualifications
- MPH, Health Informatics, Epidemiology, Data Management, Information Systems or related degree.
- CDMP/DAMA or comparable data-governance credential.
- South Dakota DOH/DSS/BIT or other State health agency experience.
- Experience with immunization, disease surveillance, vital records, Medicaid, social determinants or rural-health datasets.
- Experience with Power BI/BI governance and data catalogs/metadata tools.
