Senior Operations Analyst

Homeland Security and Emergency Management Agency (HSEMA) is seeking an experienced Senior Operations Analyst to support the Deputy Director within the Executive Office . This position is ideal for a seasoned professional with strong analytical, research, project management, and technical writing skills who can independently manage complex, cross-cutting initiatives in an emergency management or related environment. The selected candidate will support executive-level priorities, agency transition activities, infrastructure and resilience initiatives, and critical operational functions, including the agency’s UAS/C-UAS program . Work Schedule: 40 hours per week, supporting core business hours of 8:00 AM–5:00 PM Key Responsibilities Coordinate and project-manage the agency’s transition plan , including scheduling, identifying and closing analytical gaps, coordinating stakeholders, and completing subordinate documents required for the final transition package. Provide assessment, research, and analytical support to RCB and Resilience on executive-level infrastructure, transportation, and environmental planning initiatives. Provide near-term operational coverage for critical single-point-of-failure functions , including working-level support to the UAS/C-UAS program. Conduct research and synthesize complex information into publishable-quality written products , including assessments, plans, briefings, reports, and executive-level analyses. Develop clear, concise, and actionable products suitable for executive leadership, interagency partners, and other senior stakeholders . Work independently across multiple concurrent workstreams while maintaining quality, accuracy, and attention to deadlines. Apply agency doctrine, plans, policies, and reference materials to develop original, high-quality deliverables . Collaborate across organizational boundaries to support strategic priorities, operational requirements, and time-sensitive initiatives. Required Qualifications Demonstrated expertise in research, analysis, professional writing, and information synthesis . A minimum of 10 years of combined private- and public-sector experience in business operations, research, writing, emergency management, homeland security, public safety, or a related field. Demonstrated ability to independently manage complex, cross-cutting projects with minimal supervision. Strong organizational and project management skills, with the ability to manage multiple priorities and meet demanding deadlines. Excellent written and verbal communication skills, including the ability to develop materials for executive and interagency audiences. Ability to quickly understand complex operational and technical subject matter and translate it into clear, actionable products. Preferred Qualifications Knowledge of District of Columbia public safety systems and emergency management operations . Working knowledge of Uncrewed Aircraft Systems (UAS) and Counter-UAS (C-UAS) systems and operations . Experience supporting infrastructure, transportation, environmental planning, resilience, or emergency management initiatives. District of Columbia residency preferred.
