Job Overview:

The Procurement Project Manager Sr supports TDEC as the Procurement Project Manager for the entire agency. This position serves as the technical liaison between TDEC and the Central Procurement Office (CPO), assisting in the development of proposals for bids while maintaining the interests of the State's Procurement policies and procedures. The role administers procurement activities from development and implementation of the sourcing strategy through award of the contract, including identifying agency needs, drafting solicitations, aiding CPO in executing procurements, and aiding CPO in the state evaluation. The position requires strong organizational skills, the ability to work with multiple schedules, and excellent project and time management capabilities.

Responsibilities:

• Develop and assist TDEC divisions in solicitation specifications based on internal and external sources of information.

• Demonstrate strong knowledge of policies, procedures, and execution strategy for multiple solicitation methods including Request for Proposal (RFP), Request for Qualification (RFQ), and Request for Information (RFI).

• Represent TDEC and the Division of Grants and Contracts while speaking with internal and external stakeholders.

• Provide strategic advice and consultation to agency procurement and program staff to determine proper methods of procurement, strategy development, and execution of procurement activities.

• Administer procurement activities from sourcing strategy through contract award.

• Identify agency needs, draft solicitations, and support CPO in executing procurements and state evaluation.

• Manage multiple schedules and procurement projects with strong time management.

Required Qualifications:

• Graduation from an accredited college or university with a bachelor's degree.

• 5 to 10 years of business, procurement, and/or contract management experience.

• Strong knowledge of RFP, RFQ, and RFI solicitation methods.

• Experience with procurement policies, procedures, and contract management.

• Excellent project management, organizational, and time management skills.

• Strong communication and stakeholder liaison skills.

Preferred Skills:

• State government or public sector procurement experience.

• Experience with Central Procurement Office (CPO) or similar central procurement function.

• Grants & Contracts experience.

• ERP experience (SAP, Oracle).

• Cost modeling, spend analysis, e-sourcing, and supplier negotiation.
