GIS Analyst 2

The City of Kent is currently seeking a GIS Analyst 2 in our Public Works Department. The ideal candidate will be a tech-savvy individual who hasexperienceperforming advanced work in the use of geographic information system (GIS) software and workstations. This position includes responsibility for performing a variety of technical work on a wide range of GIS analysis and services to multiple work groups throughout the city. Minimum qualifications for this position include a bachelor’s degree in geography, computer science, planning, engineering, or a related field, along with at least two (2) years of increasingly responsible work experience in GIS. SALARY: $7,631.00- $9,275.00 per month, depending on qualifications GENERAL PURPOSE: Under the direction of the GIS Supervisor, or designee, perform advanced technical work in the use of Geographic Information System (GIS) software and workstations. The work involves GIS database design, end-user support, application development, user interface development, and integration between GIS and other application software. The incumbent is responsible for performing a variety of technical duties related to GIS applications, infrastructure mapping, query, data transfer, map creation and input of data into the GIS. The distinguishing characteristics of this classification include its mid-level of experience, responsibility, and involvement in all phases of the GIS software for the Public Works Department. Work is performed under the supervision of the GIS Supervisor who sets the overall objectives and resources available. The employee and supervisor work together to develop the deadlines, projects, and work to be completed. The employee is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on their own initiative in terms of established objectives. The employee keeps the supervisor informed of progress, potentially controversial matters or far-reaching implications. Work is reviewed only in terms of feasibility, compatibility with other work, or effectiveness of results. This classification is part of a series and incumbents may also perform duties at the entry level. ESSENTIAL DUTIES AND RESPONSIBILITIES: Perform maintenance of geometry, attribute, and metadata of City GIS datasets, including data used by the Asset Management System. Make edits consistent with City and industry standards for versioned SDE environment. Verify attribute data through consistent quality-control checks performing frequencies, statistics, and summaries. Automate GIS tasks using GIS programming languages (SQL, Arcade, and Python). Create and maintain technical and user documentation for GIS processes and applications. Assist senior GIS staff to develop GIS web services, geoprocessing services, and applications following City’s GIS standards. Assist in implementation and support of mobile application solutions for field staff. Assist in implementing GIS technology within 3rd-party systems. Operate computer hardware peripherals, such as plotters, operating systems, and associated software packages that form the City’s GIS. Maintain current knowledge of trends and developments in the geographic information systems field. Provide guidance, instruction, and interpretation to City employees concerning GIS software applications and data. Keep team updated on workload and address any setbacks. Present GIS Projects, Workflows and Data to internal and external audiences. Actively support and follow the vision, mission, values, and goals of the department and the City. PERIPHERAL DUTIES AND RESPONSIBILITIES: Perform related duties as assigned. SUCCESSFUL INCUMBENTS FOR THIS POSITION WILL: HAVE THE KNOWLEDGE OF: Geographic Information Systems, specifically ArcGIS Pro and ArcGIS Enterprise 10.X or above Windows operating system, MS Office, and Adobe Acrobat Existing and emerging GIS software included in current City software standards of ESRI ArcGIS Principles and practices of cartography, surveying, and mapping as well as interpretation of engineering plans and aerial photography Documents such as policy manuals, technical computer manuals, procedures, and business periodicals; applicable laws, codes, regulations, and legal descriptions BE SKILLED IN: Using current GIS and operating system programming languages Geographic Information Systems Utilize Python to develop queries within the GIS applications Communicating effectively both orally and in writing Interpersonal skills with a tactful, patient, and courteous manner Using correct office practices, procedures, and equipment HAVE THE ABILITY TO: Assist in the design, development, and maintenance of the City’s GIS database Under limited supervision, coordinate specialized GIS projects. Read, review, and understand aerial photographs, assessor’s maps, and engineering plans Operate computer hardware peripherals, such as plotters, operating systems, and associated software packages that form the City’s GIS Show initiative in performing job functions Schedule and prioritize workflow to complete tasks and meet deadlines Work effectively on several projects concurrently and complete work with many interruptions Resolve technical problems and complete projects without established procedures Meet with customers to define data needs, project requirements, and required deliverables. Present information to GIS Supervisor and answer questions. Prepare and maintain clear and accurate routine reports, correspondence, and procedures Work in a team environment to help solve complex problems Read, understand, apply, and explain documents such as policy manuals, technical computer manuals and procedures, and business periodicals, applicable laws, codes, regulations, and legal descriptions Communicate complex technical ideas in layperson’s terms to assist the general public and City employees Communicate effectively, orally and in writing using correct English grammar, spelling, punctuation and vocabulary as it pertains to the job Establish and maintain effective working relationships with those encountered in the course of work Analyze situations accurately and adopt an effective course of action Understand and follow oral and written directions Maintain confidential and sensitive information SKILLS FOR THE POSITION MAY BE GAINED THROUGH EDUCATION, CERTIFICATION, RELEVANT JOB EXPERIENCE or a COMBINATION, SUCH AS: Education: Bachelor’s Degree from an accredited college or university in Geography, Computer Science, Planning, Engineering, or related field; Experience: Minimum of two (2) years of increasingly responsible GIS experience. LICENSES AND OTHER REQUIREMENTS: Valid Washington State Driver's License, or the ability to obtain within thirty (30) days of employment. Must successfully pass the City's pre-employment driver's records check; successfully complete the City's Defensive Driving Course; and maintain an excellent driving record MACHINES, TOOLS AND EQUIPMENT USED: Standard and specialized hand and power machines, tools, and equipment used in Geographic Information Systems (GIS) including, but not limited to, GIS software, workstations, and plotters.The incumbent may also use typical business office machinery and equipment including, but not limited to, personal computer and related software such as word processing and spreadsheet programs, printing and lettering machines, telephone, fax and copy machines, calculator, paper trimmer, squares, and engineer scale.In addition, the incumbent may be required to operate a City vehicle to conduct occasional fieldwork.
