This position may partially telework; however, will be required to be at a DOC location for in-person training for CRTs, mandatory in person trainings, and/or meetings or testimony in a court of law due to subpoena.

The Department of Corrections (DOC) is seeking highly motivated and qualified individuals for two (2) permanent Correctional Records Technician Lead (CRT Lead) positions within the Revoke and Return Unit. These positions are full-time, permanent, and located at the Tacoma Community Justice Center (CJC) in Tacoma, WA.

The DOC Revoke and Return Unit will assist in this mission by calculating, entering, and documenting when incarcerated individual's alternative sentences are sanctioned to serve the remaining term of confinement due to a reclass or revocation. These sentences will include Drug Offense Sentencing Alternative (DOSA), Suspended Sex Offender Sentence Alternative (SSOSA), Family Offender Sentence Alternative (FOSA), Mental Health Alternative (MHA), Community Custody Board (CCB), Long Term Juvenile (LTJ), and Aggravated Murder Juvenile (AMJ). The Correctional Records Technician Lead (CRT Lead) will lead Correctional Records Technician (CRT) staff, train staff, and review the work of staff regarding incarcerated individual records for revokes and reclasses. In addition to alternative sentences the CRT Lead will calculate, review, and enter Sentence Structure and Time Accounting (SSTA) for an individual when sanctioned to the remainder of their confinement term for Community Custody Prison (CCP), and Community Placement (CP) sentences. In calculating these complex sentences the CRT Lead will follow the Revised Code of Washington (RCW), Washington Administrative Code (WAC), DOC Policy and records processes. The CRT Lead will support and backup to the Correctional Records Supervisor (CRS) as necessary and assist with correspondence and Incarcerated Individual Kite responses assigned to the unit. This unit will work in partnership with the other DOC Records Offices, such as the Tolling Unit, Violator Unit, prison reception centers, and other DOC Institutions and Records Offices. As subject matter expert, this position plays a vital role in improving public safety by ensuring that offenders serve the appropriate length of confinement following a DOC or court ordered sanction.

Duties

As the Correctional Records Technician Lead (CRT Lead), some of your duties will include:

• Conduct Second Review or Initial Review for the calculation of incarcerated individual's sentences to complete OMNI Modification Entry for DOSA Revoke/Reclass, CCP Return/CP Terminates, MHA Revoke, FOSA Revoke, SSOSA Revoke, CCB Revoke, LTJ Revoke, and AMJ Revoke.
• Interpret and apply Supreme, Appellate, and Superior court decisions, RCW's, WAC's, DOC Policy and Records Processes in order to properly compute or re-compute earned release dates for incarcerated individuals.
• Notify prison facility and/or local jails of immediate releases depending on location of incarcerated individual. Prepare release paperwork and any additional notifications.
• Identify errors of law in court sentencing, resentencing and modification documents. Correspond with attorneys and the court using the Problem J&S process, follow up with Post Sentence Review (PSP) when needed.
• Using JABS, JBRS, LINX, and ECR locate court documents and incarceration periods that the DOC has not been made aware of. This will include out of state, federal, local, tribal, district and municipal courts.
• Complete credits calculator and modification worksheet by reviewing and applying tolling audit, jail certification, OMNI and other sources as needed to determine successful community custody credit, Reifscnheider Credit, and bovan credit.
• Conduct quality assurance review on previously entered sentencing elements to ensure entry accurately follows the appropriate laws, policies and processes. Calculate impacts of any corrections needed.
• Enter sentence structure on any new commitments. Identify errors of law in sentencing documents and correspond with attorneys and the court using the Problem J&S process. Follow up with Post Sentence Review (PSP) when needed.
• Determine Supervision Compliance Credits (SCC) for any new commitments, resentences and modifications. Update OMNI, Chrono and upload screening tool into OnBase.
• Conduct second review as assigned for complex SSTA calculations and entries into OMNI.

Maintain Centralization of DOSA Revoke/Reclass, CCP Return/CP Terminates, MHA Revoke, FOSA Revoke, SSOSA Revoke, CCB Revoke, LTJ Revoke, and AMJ Revoke

• Update tracking sheet daily with updates from transport lists and emails received regarding revokes, reclasses and returns. Prioritize list by estimated ERD and credits.
• Receive revoke paperwork from reception centers, attorneys, and court liaisons and return/terminate paperwork/emails from Hearings Officers for sentence calculations.
• Research and verify Time Start Date.
• Verify, update, and correct admission codes in OMNI.
• Track and follow up on individuals pending sentencing, individuals transferred to federal detention, out of state, and individuals released from local jail.

Lead and provide support relating to operations effectiveness of the DOC Revoke/Return unit.

• Plan, assign and review the work of the R&R records staff.
• Complete quick review with tracking spreadsheet to identify quick turnaround cases or immediate releases. Work with CRS in assigning as necessary. Monitor tracking spreadsheet throughout the day for changes.
• Participate in all training provided by the records leadership and the agency as instructed.
• Provide feedback and back-up support to CRS regarding training needs for staff.
• Assist and provide support to CRS in implementing operational adjustments resulting from changes to law, court decisions, administrative regulations etc.

Provide effective communication and thorough and timely processing of requests.

Qualifications

What we need (required qualifications):

• High School diploma or equivalent.
• Two (2) years of experience maintaining, processing, entering, and/or calculating sentence structure for incarcerated individual records. *(see below for definition of records)
• College-level course work in criminal justice, business administration, accounting, social science, or a related field will substitute, year for year, for up to one (1) year of experience.
• Six (6) or more months of demonstrated entry and calculations of revokes, reclasses, returns and terminates.
• One (1) or more years of demonstrated entry and reconciliation of sentence structure in the Department's incarcerated individual electronic database.

NOTE: Incarcerated individual records are defined as records containing certified copies
