The primary purpose of this position is to exercise administrative and technical authorities within the DoW Cyber Crime Center (DC3) Vulnerability Disclosure Program (VDP).

Help

  • Serves as the principal advisor to the Director, Vulnerability Disclosure Program (VDP), and provides leadership to all phases of the organization's work.
  • Serves as a subject matter expert (SME) on the management of crowd-sourced cybersecurity vulnerabilities.
  • Develops and implements INFOSEC policies and solutions for VDP.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Must be able to obtain and maintain a Top Secret Clearance.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
  • Failure to receive the proper IA certification may result in removal from this position. Certification holders must ensure their certifications stay active; expired certifications must be renewed.
  • Work may require travel away from the normal duty station on commercial aircraft up to 10% of the time.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade level (GS-13) or equivalent in other pay systems. Specialized experience includes: Directing strategic planning, policy development, program execution, and operational evaluations to achieve mission success while formulating cybersecurity resource initiatives that align with organizational priorities; managing complex project lifecycles and cross-functional teams to integrate advanced IT systems, resolve critical resource challenges, and analyze technical constraints within highly sensitive parameters; and designing strategic Enterprise Architecture frameworks that integrate modern infrastructure solutions while ensuring interoperability, communication interface compatibility, and standardized protocols.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of planning and organizational skills; strong problem solving skills; excellent oral and written communication skills.
  • Knowledge of advanced IT/IA principles, concepts, methods, standards, and practices sufficient to provide expert technical advice, guidance, and recommendations to management and other IT specialists on critical IA/IT issues.
  • Knowledge of cyber vulnerability concepts, principles, and practices in research, operations, analysis, and capabilities in order to function as technical advisor and apply this knowledge to difficult and complex work assignments.
  • Knowledge of advanced IT/IA principles, concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing the management of cyber vulnerabilities.
  • Ability to research, compare, test and evaluate alternative technical solutions, and communicate results.
  • Ability to function in the role of a consultant and project manager and provide brief strategic and technical topics to senior management and non-technical audiences.
  • Ability to take leadership roles in technical projects; broad understanding of network, host, and application security issues, knowledge of common attack methodologies and security vulnerabilities.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
