Location: Headquarters in Newington, CT

THE ROLE
The Transportation Supervising Rail Officer will be responsible for leading the Office of Rail Signal and Communications section and the Traction Power and Overhead Contact System (OCS) section. This position requires a highly experienced and technically proficient supervisor capable of managing and overseeing complex rail systems across multiple rail lines within the state. The role demands exceptional leadership, project management, and technical expertise to ensure the successful execution of critical infrastructure projects.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation, Bureau of Public Transportation this class is accountable for supervising an operating unit of professional and support staff responsible for rail transportation programs, projects and activities or major rail transportation programs through railroad operating agents under contract to the State of Connecticut as designated operators of rail passenger and/or freight services.
EXAMPLES OF DUTIES
Schedules, assigns, oversees and reviews the work of staff;
Provides staff training and assistance;
Conducts performance evaluations;
Determines priorities and plans section work;
Establishes and maintains section procedures;
Develops or makes recommendations on the development of policies and standards;
Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
Prepares reports and correspondence;
Develops findings and makes recommendations based on completed staff work;
Provides final review for accuracy and conformance with policy, procedures and standards;
Supervises the development and/or implementation of comprehensive programs, projects, and activities for rail transportation involving operations, equipment, construction, maintenance, engineering, capital projects, property management, administration or finance relating to rail activities;
Develops and coordinates the preparation of various documents which may include technical reports, train operation schedules, service contracts, service and non-service related agreements including leases, licenses and easements, equipment procurement, maintenance, service cycles and specifications, construction schedules, project contracts, force account agreements, construction methods, design functions, project budgets, material specifications, audit schedules, financial contracts, budgets and analyses, grant applications, quarterly reports and other administrative instruments;
Oversees interpretation and coordination of contracts, agreements and/or Federal Railroad Regulations and Connecticut General Statutes to railroads and local, regional, State and Federal agencies;
Supervises preparation of materials for legislative, informational and public hearings;
Makes presentations;
Performs related duties as required to support the overall goals and objectives of the Office of Rail Signal and Communications and Office of Rail Traction Power and Overhead Contact System (OCS).
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of
principles and practices of railroad functions in one or more of the following specialized areas: operations, rail equipment, construction, maintenance, engineering and capital products, finance or administration;
Considerable
interpersonal skills;
oral and written communication skills;
Considerable ability to
analyze complex rail problems and recommend solutions;
plan, organize and supervise projects and reports;
plan and organize budgets;
understand, analyze and interpret agreements, rules, laws and regulations;
Ability to utilize computer software;
Supervisory ability.
MINIMUM QUALIFICATIONS – GENERAL EXPERIENCE
Eight (8) years of experience in a professional or technical capacity in a railroad or railroad-related organization.
MINIMUM QUALIFICATIONS – SPECIAL EXPERIENCE
Two (2) years of the General Experience must have included responsibility for the planning and execution of large, complex rail transportation projects and/or programs.
MINIMUM QUALIFICATIONS – SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
PREFERRED QUALIFICATIONS
Possession of a bachelor’s degree or higher in Engineering.
Experience in railroad planning, design, construction, or railroad-related activities.
Experience managing or supervising staff working in multiple areas.
Experience enforcing policies and directives.
Experience with the contract development process, and administrative and financial controls with respect to railroad plans, contracts, projects, and reports.
Experience with Bluebeam, Compass, and Microsoft Office 365 including scheduling meetings, managing data, composing correspondence, report writing, and tracking work.
Experience in developing relationships with stakeholders.
Experience in identifying problems, researching solutions, making decisions, and verifying the accuracy of the decision.
Experience collaborating with multidisciplinary teams, including engineering, operations, and administrative staff, to support project delivery and organizational goals.
