ASSISTANT DIRECTOR, ZONE COORDINATION

The New York City Housing Authority (NYCHA)’s Office of Resident Economic Empowerment & Sustainability (REES), situated within NYCHA’s Department of Resident Services, Partnerships and Initiatives (RSPI), is charged with working to develop and implement programs, policies and collaborations to measurably support residents increased economic opportunities with a focus on asset building, employment, advancement, adult education and training, and business development. NYCHA has implemented a Zone Model approach, which leverages NYCHA’s and partner resources to expand economic opportunity for public housing residents through place-based service coordination. Through this new approach, REES enables NYCHA to (1) Generate more economic opportunities for NYCHA residents and NYCHA neighborhoods, while strategically investing and leveraging NYCHA’s spend; (2) Provide a more comprehensive economic empowerment platform with additional capacities around financial literacy, asset building and business development; (3) Reduce the duplication of services - better investing limited resources; (4) Enable NYCHA to be a better partner to community-based organizations, government agencies, philanthropies, community colleges, schools, employers and other key stakeholders; and (5) Drive more resources and investment into public housing neighborhoods. Responsibilities REES is seeking a dynamic Assistant Director, Zone Coordination, to serve as a key member of the REES Leadership Team. Reporting to the REES Director, the responsibilities of the Assistant Director, Zone Coordination include, but are not limited to the following: Manage the Zone Coordination team, which is comprised of two Senior Zone Coordinators and 14 Zone Coordinators. Ensure that Zone projects are on target to reach established outcomes. The Zone Coordination team is responsible for creating and maintaining partnerships that will support NYCHA resident self-sufficiency and economic mobility. Support the Senior Zone Coordinators with managing the REES Partner Application process. Ensure that NYCHA Zones attract high-quality economic opportunity service providers, including in the areas of workforce development, adult education & training, and financial literacy and asset building, and impactful projects that respond to local need. Exercise independent judgement and initiative, support and supervise the Zone Coordination team to strategically leverage local opportunities on behalf of residents, develop strategies to work with local economic opportunity providers, including Jobs-Plus partners, and key local stakeholders, and attract new resources such as job training programs and adult education services to underserved communities. Implement and upgrade protocols, tools, and procedures to measure outcomes and strengthen the zone model. This includes documenting staff activities, developing policies designed to aid residents in reaching self-sufficiency, partner data matches to determine the number of NYCHA residents served, and working with the Senior Data Manager on data collection. Cultivate shared learning across Zone Coordinators. Capture and implement best practices throughout the Zone Coordination team and ensure that learning is relevant and valuable to providers and other key stakeholders. Develop ongoing capacity-building opportunities for Zone Coordinators. Facilitate monthly REES metric meetings on recruitment, referral, enrollment, completion and placement data and activities. Utilize these metrics to audit monthly activities and identify opportunities for increased operational efficiencies. Coordinate with key NYCHA departments, including Operations, Leased Housing and Resident Services Partnerships and Initiatives on behalf of the Zone Coordination team to ensure integration of the Zone Model in existing NYCHA practices and procedures. Coordinate with Assistant Directors across functional areas and key members of the REES leadership team to support key initiatives. Provide support on special projects as needed. Identify the needs of staff and support professional development by connecting staff to relevant training opportunities and technical supports. Represent REES at resident-focused, high visibility events. Perform other related tasks as needed. Minimum Qualifications A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above. Preferred Skills Master’s degree in social work, public administration, community and economic development, public policy, education, business, or related field and/or 2. Five to seven years professional experience with one or more of the following: community organizing, planning, workforce development, financial literacy and asset building, resident business development, adult education, job training, community development, management consulting, and/or program evaluation in low-income communities. 3. Proven supervisory experience leading successful teams and coordinating complex projects to achieve stated objectives, developing systems, and applying best practices. 4. Skilled at working and developing public-private partnerships and inter-agency collaborations. 5. Exceptional project management, organizational, analytical, quantitative, and qualitative skills. 6. Creative and strategic thinker, entrepreneurial. 7. Excellent verbal, written and interpersonal communication skills. 8.
