Position Number: 22092517 Location: DEPT OF PARKS, HERITAGE & TOUR -HP01 County: Pulaski Anticipated Starting Salary: 64570.06 This position is located in the Accounts Payable section of the Fiscal Division of the Arkansas Department of Parks, Heritage and Tourism. The Accountant II reviews and approves payments associated with purchase orders as well as direct invoice payments, ensuring each disbursement is properly supported, coded, and authorized in accordance with departmental and state fiscal policy. Additional responsibilities include reconciling vendor statements and resolving discrepancies with vendors and internal program staff, reconciling agency credit card accounts against the accounting system, processing complex utility invoices through mass upload spreadsheets, and reviewing and preparing vendor 1099s for annual reporting. The successful candidate will demonstrate strong attention to detail, advanced spreadsheet skills, and the ability to manage recurring deadlines while maintaining accurate and auditable payment records.The Arkansas Department of Parks, Heritage and Tourism has three major divisions: Arkansas State Parks, Arkansas Heritage and Arkansas Tourism. The role involves maintaining financial records, preparing reports, conducting account reconciliations, and ensuring compliance with state financial regulations and policies.Primary Responsibilities Prepare, analyze, and maintain financial records, including accounts, ledgers, and supporting documentation. Generate monthly, quarterly, and annual financial reports, ensuring compliance with applicable government regulations and policies. Reconcile general ledger accounts, ensuring discrepancies are resolved in a timely manner. Prepare and review journal entries to ensure proper recording of financial transactions. Ensure all accounting practices comply with applicable state and federal regulations, as well as internal policies. Prepare audit schedules and provide necessary documentation to internal and external auditors. Process accounts payable and accounts receivable transactions, ensuring accuracy and timely payment processing.Knowledge and Skills In-depth understanding of accounting principles, practices, and regulations, especially in a governmental setting. Proficient in preparing and analyzing financial statements, budget reports, and financial summaries. Skilled in performing account reconciliations, identifying discrepancies, and resolving issues. Knowledge of governmental accounting standards and regulations, ensuring compliance in all financial processes. Advanced knowledge of accounting software (e.g., PeopleSoft, Oracle, QuickBooks) and Microsoft Excel (including pivot tables, formulas, and data analysis tools).Minimum Qualifications A Bachelor’s degree in Accounting, Finance, Business Administration, or a related field from an accredited college or university, plus 2 years of accounting experience.Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series.
