Description/Notes:

Primary Purpose:
The Executive Director of Operations oversees and manages the non-academic support services within the school district. This role directly oversees the Maintenance and Operations departments (Maintenance, Grounds, Custodial Services, and Transportation).

Special Knowledge/Skills:
-Extensive knowledge of school operations (or similar organizations), including but not limited to logistics, transportation, budgeting, finance, and employee management.
-Proven ability to plan and manage operational processes to maximize efficiency.
-Proven ability to manage budgets and district resources effectively.
-Ability to implement policies and procedures and interpret state and federal law.
-Excellent communication, public relations, and interpersonal skills

Major Responsibilities and Duties:

Leadership
-Serve on the Superintendent’s Executive Cabinet to advise on strategic planning and management of Operations and Auxiliary functions within the district.
-Develop and implement policies and procedures to enhance operational efficiency.
-Attend regular meetings with the Board of Trustees and prepare and deliver written and oral presentations to the board.

Budget
-Develop and manage the budget for district operations and auxiliary services to ensure cost-effective operations.

Communication
-Ensure that established goals and expectations related to district operations and auxiliary services are communicated clearly, consistently, and promptly.
-Work closely with school administrators, staff, and community stakeholders to assess needs and develop solutions.

Compliance, Policy, and Safety
-Implement federal and state laws and regulations, and local board policy to ensure compliance.
-Promote a culture of safety and accountability within all operational areas.
-Familiarity with the Texas Education Agency (TEA) rules and regulations and the Texas Education Code (TEC)

Personnel Management
-Lead, mentor, and evaluate the performance of direct reports, including the Director of Transportation and departmental leaders within the maintenance department.
-Supports the selection, training, performance management, evaluations, and supervision of department staff.

Maintenance and Operations
-Oversee and assist maintenance leaders in the implementation of an effective and efficient maintenance program of all facilities and grounds.
-Develop and implement a strategic facilities management plan aligned with the district’s goals.
-Collaborate with educational leaders to ensure facilities support evolving educational needs.
-Develop and implement preventative maintenance programs for all district facilities.
-Ensure efficient operation of heating, ventilation, air conditioning, electrical, plumbing, and other building systems.
-Support the coordination of real property transactions by providing operational assessments and records related to District-owned facilities; maintain accurate operational records of property and facilities under Operations’ management.
-Oversee custodial operations to maintain cleanliness and sanitation in all district facilities and buildings.
-Assist custodial department leaders in developing cleaning solutions that ensure compliance with health and safety standards.

Auxiliary Services
-Provide administrative direction and support for transportation functions and auto fleet management, including coordination with District insurance carriers and risk management as needed.
-Work with Transportation leadership to ensure safe and effective operations; oversee planning and development of all busing services; monitor fleet replacement programs.
-Ensure compliance with TEC driver qualifications, Department of Transportation (DOT) programs, and related Texas Department of Public Safety and TEA requirements.
-Coordinate logistical support (staging, delivery, temporary facilities, equipment movement) for capital projects and emergency response activities in partnership with other divisions.

Other
-Partner and collaborate with the district Construction Services department on facilities-related matters.
-Provide subject-matter expertise and operational input into land acquisition considerations, new construction, renovation, and deferred maintenance projects to support enrollment needs and innovative instructional delivery systems.
-Partner and collaborate with the Emergency Operations & Safety/Security division.
-Support implementation of the multi-hazard emergency operations plan (EOP) required under the TEC and related School Safety and Security Committee activities. Provide operational logistics, facilities access, transportation assets, custodial/maintenance surge capacity, and subject-matter input on facility security features, access control, and emergency readiness.
-Coordinate with local emergency management entities as needed and ensure Operations staff maintain appropriate NIMS/ICS awareness and readiness.
-Foster working relationships with the City of Bryan/College Station, Brazos County entities, and other partners to support economic development alignment, provide needed information, and promote District initiatives

Qualifications:

Education/Certification:
-Bachelor’s degree in Business Administration, Public Administration, Engineering, Operations Management, Educational Leadership, or a related field (Required)
-Master’s Degree in a related discipline (Preferred)
-TASBO Certification (Preferred)

Experience:
-Minimum of five (5) years of supervisory or leadership experience in school district operations, facilities management, construction, engineering, or a related field (Required)
-Experience working in a Texas public school district environment (Preferred)

Salary Range:

$106,557 - $151,761
Dependent upon experience
