IT PM Governance Specialist III Federal Government Client | Pentagon City, Arlington, VA | OnsiteFathom Management is hiring!Location: Pentagon City, Arlington, VA - 100% OnsiteSalary: $125,000–$135,000 annually, based on experience and technical interviewEmployment Type: Full-TimeCitizenship: U.S. Citizen RequiredClearance: Active Secret Security Clearance RequiredKeywords: Senior IT Governance | IT Portfolio Management | Federal IT | IT Investment Management | CPIC | IT Governance Specialist | Program Governance | IT Program Manager | Portfolio Manager | Federal Consulting | Enterprise Architecture | EVM | OMB | IT Modernization | Strategic Planning | Risk Management | ServiceNow | PMP | Active SecretAbout the OpportunityFathom Management is seeking an experienced IT PM Governance Specialist III to support a Federal Government client in Pentagon City, Arlington, VA.This is a senior-level opportunity for an experienced IT Governance, Portfolio Management, Program Management, or Federal IT Investment professional who enjoys working at the intersection of strategy, technology, governance, and executive decision-making.The successful candidate will provide leadership and strategic guidance across the IT investment lifecycle, including IT governance, portfolio management, Capital Planning and Investment Control (CPIC), IT Investment Management (ITIM), enterprise architecture, strategic planning, risk management, and program oversight.You will work closely with senior leadership, program managers, technical teams, and other stakeholders to evaluate IT investments, monitor portfolio performance, develop executive-level recommendations, and ensure technology initiatives remain aligned with organizational and Federal objectives.What You'll DoIT Governance & Portfolio ManagementLead and support IT governance activities across enterprise technology initiatives.Manage and monitor IT investment portfolios and assess alignment with strategic objectives.Develop governance processes, performance measures, dashboards, and portfolio reporting.Evaluate portfolio health, identify risks and issues, and provide executive-level recommendations.Support governance reviews and decision-making forums involving senior stakeholders.IT Investment & CPICSupport the full Capital Planning and Investment Control (CPIC) lifecycle for major IT investments.Develop and review business cases, cost-benefit analyses, alternatives analyses, feasibility studies, and investment documentation.Support IT Investment Management (ITIM) reporting and governance activities.Ensure investment documentation and reporting align with applicable OMB and Federal requirements.Assist leadership in evaluating investment priorities, costs, risks, and expected outcomes.Strategic Planning & Enterprise ArchitectureSupport alignment between enterprise architecture, IT investments, and strategic objectives.Evaluate current-state and future-state organizational and technology environments.Identify opportunities to improve organizational effectiveness, efficiency, and technology investments.Support enterprise modernization and strategic planning initiatives.Program & Project GovernanceProvide senior-level guidance across project and program management activities.Support project managers through governance reviews, project health assessments, and performance evaluations.Develop executive dashboards, performance metrics, reports, and briefing materials.Monitor program performance and recommend corrective actions when necessary.Promote consistent governance practices across IT initiatives.Risk & Performance ManagementIdentify, analyze, and track program and investment risks.Develop risk mitigation strategies and monitor corrective actions.Support Earned Value Management (EVM) activities and performance reporting.Analyze cost, schedule, and performance information to identify trends and potential issues.Provide leadership with actionable recommendations based on portfolio and program performance.Business Analysis & Organizational ImprovementFacilitate stakeholder meetings, executive discussions, and working sessions.Conduct business process and organizational analysis.Identify opportunities for process improvement and operational efficiencies.Document requirements, recommendations, processes, and governance decisions.Translate complex technical and organizational information into clear executive-level communications.Service Management & ComplianceSupport governance workflows, reporting, and automation using tools such as ServiceNow ITSM/ITBM.Support governance and compliance reviews and related audit activities.Document findings, recommendations, and corrective action plans.Ensure IT initiatives follow applicable Federal governance and management standards.What We're Looking For: Required QualificationsActive Secret Security ClearanceU.S. CitizenshipBachelor 's degree in Business Administration, Computer Science, Information Systems, Engineering, or related field -
