BRIEF DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer, Government Operation Cluster (GOC), Office of Attorney General (OAG). The incumbent plans, organizes, and carries out actions involving the total budget process; ensures effective integration of program goals; and oversees the agency's total budget planning process. Specifically, the incumbent provides final budget justification on behalf of the agency head and provides expert advice to senior management on complex matters related to the budget process. Duties include, but are not limited to: reviewing, approving, and disapproving spending plans; serving as a liaison between the Office of Budget and Planning staff and the agency's program managers; assisting in the development and preparation of the budget; developing budget implementation plans based on the approved, adopted, or temporary budget for all fund and revenue types; preparing the proper documentation for implementation of appropriate, intra-District, grants, and other types of revenue; providing direct oversight on agency-wide matters regarding the Financial Review Process (FRP); and performing supervisory duties and responsibilities over subordinate staff. Performs other related duties as assigned.

Minimum Qualifications
Six (6) years of progressive experience performing the related duties and responsibilities such as overseeing an organization's total budget process; formulating, justifying, and presenting complex multi-year budgets; and expert knowledge of budget concepts, principles, and laws to sufficiently provide expert advice and analysis concerning all aspects of the budgetary process for a complex organization.

Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

SALARY REDUCTION OF REEMPLOYED ANNUITANTS:

An individual selected for employment in the District Government on or after January 1, 1980, who is receiving an annuity under any District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment as a reemployed annuitant.
