Associate Director of Engineering

TriRiver Water is the name and brand by which the City of Sanford will provide water and sewer utility services on a regional basis. TriRiver will deliver high-quality water and wastewater services that not only cater to the needs of the present, but also the demands of the future. This position stems from a recent merger by the City of Sanford that will significantly expand our reach and influence in the industry. The Associate Director of Engineering performs the following duties:

Planning, organizing and directing the design and construction of capital improvements; ensuring compliance with land development policies, rules and regulations; coordinating work with other agencies and departments; maintaining records and files; preparing reports. Assisting with the management and execution of all phases for many of the City of Sanford and TriRiver Water capital projects from inception to completion (i.e., programming, planning, design, bids and contract awards, and construction).
  • Assists in the development of division budget and capital improvement program; monitors expenditures, prepares and maintains engineering records and files; prepares reports.
  • Prepares Requests for Proposals for engineering, surveying and architectural services; reviews proposals received, and rewards or makes recommendation for award to Council.
  • Administers construction and consultant contracts; approves/disapproves payments and change orders; oversees the development and design of capital and maintenance projects and major capital improvement projects.
  • Oversees the plan review of proposed developments to ensure compliance with the City of Sanford and TriRiver Water specifications; addresses technical issues and project challenges, providing solutions to keep the project on track; manages multiple projects of varying scope and complexity; ensures department leadership is aware of status; recommends and/or analyzes materials, equipment, and practices used in the project.
  • Manages projects to ensure project schedules and budgets are met; ensures construction adheres to contract documents; participates in site inspections and progress meetings with consulting engineer and contractor; resolves conflicts; represents the City of Sanford and TriRiver Water during negotiations for time extensions and change orders; provides project management expertise and technical guidance throughout the project lifecycle; reviews accuracy and completeness of invoices and construction payment applications in a timely manner.
  • Completes technical review of consultant prepared planning reports, construction plans, cost estimates, schedules and contract specifications for technical competency, compliance with TriRiver Water and regulatory standards, consistency, and constructability issues; prepares Capital Improvement Plan (CIP) estimates for projects each year, periodic progress and cost reports for leadership.
  • Coordinates with the appropriate City of Sanford and TriRiver Water operational divisions and staff personnel during the various phases of project initiation, design, start-up and acceptance; identifies and troubleshoots problems.
  • Assists with the selection of consultants for engineering services ensuring fair competitiveness and selection of the best qualified; conducts negotiations with consultant firm; conducts pre-construction and progress conferences.
  • Ensures that the public affected by the project is informed of the project ramifications, project schedules and that concerns are addressed, and conflicts resolved in a manner that can most reasonably satisfy all parties.
  • Provides engineering assistance to other departments as needed; performs related tasks as required.

Qualifications

We are looking for a detailed individual who possesses thorough knowledge of the theory, principles and practices of engineering and construction as applied to the development and construction of public works projects, reading and interpreting internal and external design drawings and specifications, in the use of standard office equipment and software, and in preparing budgets; comprehensive knowledge in preparing various documents, correspondence and technical reports; general knowledge in the use of standard accounting software; some knowledge in the use of AutoCAD and ArcGIS software; ability to communicate ideas effectively, orally and in writing, make arithmetic computations, compute rates, ratios and percentages, understand and apply government accounting practices in maintenance of financial records, establish and maintain effective working relationships with City officials, associates, contractors and the general public.


Special Requirements

The position requires any combination of education and experience equivalent to graduation from an accredited college or university with major coursework in engineering, construction management or related field and extensive experience in professional civil engineering or construction work including supervisory experience. Possession of a valid North Carolina driver's license upon hire. Prefer registration as a Professional Engineer in the State of North Carolina upon hire.
