Site Manager

Summary The The Site Manager serves as the senior on-site leader and designated management representative responsible for the overall administration, direction, and performance of a large-scale Protective Services contract supporting NASA operations. This position has full authority and accountability for contract execution, workforce management, financial performance, regulatory compliance, customer satisfaction, and achievement of all contractual objectives. The Site Manager provides executive-level leadership for all Protective Services functions, including physical security, industrial security, personnel security, emergency management, communications and control center operations, access control, investigations support, and force protection activities. The incumbent exercises significant independent judgment and discretion in directing organizational resources, establishing operational priorities, developing business strategies, and making decisions that impact contract performance, employee relations, customer support, and mission success. Responsibilities Provide overall leadership, strategic direction, and management oversight for all Protective Services operations and administrative functions. Serve as the senior on-site management official responsible for successful execution of all contract requirements, performance standards, and service level agreements. Establish organizational priorities, business objectives, operational goals, and performance expectations aligned with customer requirements and corporate strategy. Exercise independent authority in planning, directing, and evaluating program operations, initiatives, and resources. Develop and implement long-range strategic plans that enhance organizational performance, mission support, workforce readiness, and customer satisfaction. Ensure contract performance consistently meets or exceeds established performance metrics, quality standards, and contractual obligations. Analyze program trends, risks, and operational challenges and implement solutions that improve efficiency, effectiveness, and service delivery. Lead operational reviews, management assessments, and performance evaluations to identify opportunities for continuous improvement. Directly supervise management, supervisory, and professional staff and maintain overall leadership responsibility for the Protective Services workforce. Make recommendations and decisions regarding hiring, promotions, transfers, disciplinary actions, compensation recommendations, succession planning, and workforce development. Establish performance expectations and hold managers and supervisors accountable for achieving organizational goals. Foster an inclusive, professional, and high-performance culture focused on accountability, collaboration, and mission excellence. Provide coaching, mentoring, and leadership development opportunities to managers and supervisors. Ensure compliance with labor agreements, employment regulations, company policies, and workforce management practices. Lead employee engagement, retention, workforce planning, and succession management initiatives. Develop, manage, and monitor operating budgets in accordance with contractual requirements and corporate financial objectives. Exercise authority over resource allocation, staffing utilization, equipment planning, and operational expenditures. Evaluate financial and operational performance and implement corrective actions to ensure efficient use of resources. Review and approve staffing plans, hiring requisitions, labor allocations, and organizational changes. Identify opportunities for cost savings, process improvements, and operational efficiencies while maintaining mission effectiveness and service quality. Serve as the primary point of contact with NASA leadership and designated Government representatives for all operational, contractual, and administrative matters. Build and maintain effective relationships with the Contracting Officer (CO), Contracting Officer's Representative (COR), NASA Center leadership, law enforcement partners, emergency response organizations, and other stakeholders. Represent the organization during executive meetings, program reviews, audits, inspections, and customer briefings. Provide strategic recommendations and operational guidance to customer leadership regarding security, emergency management, and risk mitigation initiatives. Ensure responsive customer service and effective resolution of operational concerns, contract issues, and stakeholder requirements. Provide executive oversight of physical security, personnel security, industrial security, emergency management, investigations support, force protection, and access control programs. Ensure compliance with applicable federal regulations, NASA directives, contract requirements, security standards, and company policies. Establish policies, procedures, and operational controls that support security objectives and regulatory compliance. Oversee risk management, threat assessment, vulnerability mitigation, and critical infrastructure protection initiatives. Ensure organizational readiness for emergency response, continuity of operations, and crisis management activities. Direct leadership response and decision-making during emergencies, critical incidents, and mission-impacting events. Maintain accountability for organizational compliance with federal, state, and local regulations, NASA policies, collective bargaining agreements, safety requirements, and contractual obligations. Oversee quality assurance programs, internal inspections, audits, assessments, and corrective action plans. Monitor organizational performance through established metrics and key performance indicators. Analyze operational data and trends to support strategic decision-making and performance improvement. Ensure timely preparation and submission of required reports, executive briefings, operational analyses, and contract deliverables. Other duties as assigned Qualifications Minimum Qualifications Bachelor's degree in Criminal Justice, Homeland Security, Emergency Management, Business Administration, Security Management, Public Administration, or a related field. Equivalent combinations of education, military service, law enforcement experience, and progressively responsible management experience may be considered as permitted by contract requirements. Minimum of five (5) years of progressively responsible management experience within law enforcement, physical security, military police, force protection, emergency management, or protective services organizations, or eight (8) years in a supervisory position with up to 30 or more personnel. Experience managing operational budgets, workforce planning, resource allocation, performance management programs, and strategic initiatives. Current or previously held POST certification or equivalent federal, state, military, or law enforcement training preferred. Active Top Secret security clearance, or the ability to obtain and maintain one as required by the contract. Successfully pass background and drug screening. Ability to exercise sound judgment, discretion, and independent decision-making on matters of organizational significance. Strong business acumen with experience in strategic planning, organizational development, and operational leadership. Ability to balance competing priorities while maintaining high levels of performance and customer satisfaction. Extensive knowledge of contract management principles, workforce administration, financial management, budgeting, and resource planning. Knowledge of quality assurance methodologies, performance measurement systems, and continuous improvement practices. Ability to interpret contractual requirements, regulations, directives, policies, and operating procedures. Comprehensive knowledge of physical security, industrial security, personnel security, emergency management, force protection, investigations support, and access control programs. Knowledge of risk assessment, threat analysis, vulnerability mitigation, crisis management, and critical infrastructure protection.
